网络舆情视角下政府有效回应的研究

【摘要】：近年来,伴随着我国互联网技术的不断提升以及上网人群的逐渐普及,网络成为民众信息沟通、互动的主要渠道,不但影响着人们的工作和生活方式,也改变着人们的思维方式。目前,互联网凭借自身的先进技术以及传播速度快、自由、便捷等特性活跃在我国的政治、经济、社会等各个领域,公民通过网络了解社会动态、表达意愿和诉求、监督政府行为等等；政府及其工作人员也依靠网络了解公民所思所想、解答民众的疑问等,可以说,全民已进入网络互动时代。在现实生活中,当热点事件、突发事件的发生时,民众及媒体网上互动难免会形成一定的的网络舆情,再加之当今的公民参政意识不断提高,所以,这就给政府应对网络舆情提出了难题,相应地,政府是否能及时有效的做出回应也是遏制舆情升温的前提。在网络舆情背景下,政府回应作为政府管理活动中的一个重要环节,也越来越受到公民的深切关注。尤其是当前我国处于社会转型期,网络的普及加剧利益冲突者之间的矛盾升级,面对网络舆情环境下引发的各种挑战,政府能否及时有效的回应更受到政府及社会民众的重视。除此之外,政府在面对网络舆情时,是否做到第一时间关注、信息是否准确全面的公开以及处理的结果是否有效等因素不仅关系到公众的切身利益,而且还直接体现出政府的回应能力,从而影响着政府的形象。综上所述,在网络舆情的背景下,对政府回应进行研究是十分必要的。文章以网络舆情为视角对政府回应展开探索研究。首先从文中涉及的核心概念上对网络舆情和政府回应进行阐述,只有弄明白基本概念,才能更准确地探索政府在网络舆情视角下的回应问题。其次,分析网络舆情视角下政府回应的必要性；综述网络舆情视角下政府回应的主要表现：政府主动回应、政府被动回应、政府不回应、政府选择性回应以及政府扭曲性回应,并从相关案例加以论证。再次,在以上相关概念理论及现状的基础上,分析网络舆情视角下政府回应存在的问题,政府缺乏对网络舆情的正确引导、政府信息不透明化、政府回应不及时、政府回应体制不完善；进而探究政府回应存在问题的原因主要有回应主体责任不明晰、信息公开制度不健全、对网络舆情缺乏正确的认识、政府回应意识薄弱。最后,针对上文出现的问题提出加强政府对网络舆情的有效引导、提高政府回应时效性、完善政府回应机制建设、实现信息公开,政府透明化等相应的对策,从而为政府做出有效回应提供引导和保障。
[Abstract]:In recent years, with the continuous improvement of Internet technology and the gradual popularization of Internet users, the Internet has become the main channel for people to communicate and interact with each other, which not only affects people's work and life style. It is also changing the way people think. At present, the Internet is active in the political, economic, social and other fields of our country by virtue of its own advanced technology and the characteristics of rapid, free and convenient transmission. Citizens understand the social dynamics through the Internet. Expressing wishes and demands, supervising government actions, and so on; the government and its staff also rely on the Internet to understand what citizens think and think, to answer people's questions, and so on. It can be said that the whole people have entered an era of network interaction. In real life, when hot events occur, When unexpected events occur, the interaction between the public and the media on the Internet will inevitably form a certain degree of network public opinion, coupled with the increasing awareness of citizen participation in politics today. Therefore, this has put forward a difficult problem for the government to deal with the network public opinion, and correspondingly, Whether the government can respond in a timely and effective manner is also a prerequisite to curb the warming of public opinion. Under the background of network public opinion, the government response is an important link in government management activities. Especially in the current period of social transformation in our country, the popularity of the network exacerbates the escalation of conflicts of interest among the people, facing the various challenges caused by the environment of network public opinion. Whether the government can respond in a timely and effective manner has attracted more attention from the government and the public. In addition, in the face of public opinion on the Internet, the government should pay attention to it at the first time. Factors such as whether the information is accurately and comprehensively disclosed and whether the results are effective are not only related to the vital interests of the public, but also directly reflect the ability of the government to respond, thus affecting the image of the government. Under the background of network public opinion, it is very necessary to study the government response. This paper explores the government response from the perspective of network public opinion. Firstly, it expounds the network public opinion and the government response from the core concepts involved in the paper. Only by understanding the basic concepts can we explore the government's response in the perspective of network public opinion more accurately. Secondly, analyze the necessity of government response from the perspective of network public opinion; This paper summarizes the main manifestations of the government response from the perspective of Internet public opinion: the government's active response, the government's passive response, the government's non-response, the government's selective response and the government's distorting response, and demonstrates the relevant cases. On the basis of the above related concept theory and current situation, this paper analyzes the problems existing in the government response under the perspective of network public opinion, the government lacks correct guidance to the network public opinion, the government information is opaque, and the government response is not timely. The government response system is not perfect, and the main reasons to explore the problems of the government response are the unclear responsibility of the main body of the response, the imperfect information disclosure system, the lack of correct understanding of the network public opinion, and the weakness of the government response consciousness. In view of the above problems, the paper puts forward some corresponding countermeasures, such as strengthening the effective guidance of the government to the network public opinion, improving the timeliness of the government response, perfecting the construction of the government response mechanism, realizing information disclosure, and government transparency. In order to provide guidance and protection for the government to make an effective response.
