全面理解党的十九大报告与中国特色社会保障体系建设

【摘要】：党的十九大开启了新时代国家发展新征程,以人民为中心的发展取向构成了推进社会保障体系建设新的时代背景,它决定了社会保障不仅关乎基本民生的保障,更是满足城乡居民对美好生活的需要和维系全体人民走向共同富裕的重大制度安排。我国社会保障改革已经取得了巨大成就,但这一制度体系的不平衡不充分发展格局仍未改变,亟待通过深化改革来破除地区利益、群体利益固化的藩篱,积极稳妥地解决好制度分割、公平不足、权责不清、多层次缺失等问题。
[Abstract]:19th CPC National Congress of the Party has opened a new journey of national development in the new era. The people-centered development orientation constitutes the background of the new era for promoting the construction of the social security system, which determines that social security is not only related to the protection of the basic livelihood of the people. It is also a major institutional arrangement to meet the needs of urban and rural residents for a better life and to maintain the whole people towards common prosperity. China's social security reform has made great achievements. However, the unbalanced and unbalanced development pattern of this system has not changed, and it is urgent to break down the barriers of regional interests and group interests through deepening reform, and to actively and steadily solve the system division, which is insufficient in fairness and unclear in power and responsibility.
