公共利益视角下关于行政审批存废的认知框架

【摘要】：行政审批是政府管制企业的一种手段,该制度无论过去、现在还是将来都有存在的必然性和合理性。但我国当前的许多行政审批事宜因制度安排不当成为制约我国经济发展的掣肘,必须与时俱进地进行改革。因此,我们要对政府管制制度的薄弱环节进行完善,对其弊端实施"攻坚克难"的改革,理性地全面把握对于行政审批存废的认识框架,接受公众监督和问责制约。
[Abstract]:Administrative examination and approval is a means for the government to regulate enterprises, regardless of the past, There is inevitability and rationality in existence now and in the future. However, many current administrative examination and approval matters in our country have become a constraint restricting our country's economic development due to improper institutional arrangements. Therefore, we must keep pace with the times to carry out reform. We should perfect the weak links of the government control system, carry out the reform of the malpractice, rationally and comprehensively grasp the understanding frame of administrative examination and approval, accept the public supervision and accountability system.
