政府数据开放公众满意度模型及实证研究

【摘要】：随着大数据时代的到来,传统的政府信息公开已经不能满足公众的需求,政府数据的重要性日益凸显,政府数据开放也已成为社会发展的大势所趋。我国政府数据开放还处于起步阶段。各级政府对于政府数据开放方面的工作和作为相对较少,相关研究也集中在政府数据开放的概念、相关法律法规建设、必要性等定性分析层面。于是,对如何在大数据环境下推动政府数据开放的研究显得尤为重要。政府数据开放是我国政府公共服务的重要组成部分,而公众满意度是检验政府数据开放服务的重要标准。研究首先介绍了政府数据开放公众满意度模型的研究背景、研究目的、研究意义,然后介绍了政府数据开放国内外实践及研究现状和公众满意度模型国内外研究现状。在后续的章节中,对政府数据开放和公众满意度的相关概念与理论进行了梳理,并结合企业管理中的顾客满意度模型,分析了政府数据开放公众满意度模型的主要潜在变量,用定性与定量相结合的研究方法,构建了我国政府数据开放公众满意度模型。研究根据政府数据开放公众满意度模型,设计出我国政府数据开放公众满意度的调查问卷,通过对公众的政府数据开放满意度的调查,收集了公众对政府数据开放的态度与需求,进行了基于SPSS相关性分析和回归分析的实证研究。通过定量分析的结果指出了当前我国政府数据开放工作中的空白和不尽完善之处,有针对性的阐述了启示和建议。最后总结了研究的主要工作,并对研究中的不足之处提出了展望,为接下来政府数据开放工作指出了一些建议和方向。
[Abstract]:With the arrival of big data's era, the traditional government information disclosure has been unable to meet the needs of the public, and the importance of government data has become increasingly prominent. The opening of government data has also become the general trend of social development. The opening of government data in our country is still in its infancy. Governments at all levels have done relatively little to open up government data. Relevant research also focuses on the concept of open government data, the construction of relevant laws and regulations, the necessity of qualitative analysis, and so on. It is particularly important to study how to promote the opening of government data under the environment of big data, which is an important part of the public service of our government. Public satisfaction is an important standard to test the open service of government data. Firstly, the research background, purpose and significance of the model of open public satisfaction of government data are introduced. Then it introduces the domestic and international practice and research status of government data opening and the research status of public satisfaction model at home and abroad. In the subsequent chapters, the author sorts out the related concepts and theories of government data opening and public satisfaction. Combined with the customer satisfaction model in enterprise management, the main potential variables of the open public satisfaction model of government data are analyzed, and the research method of combining qualitative and quantitative analysis is used. Based on the open public satisfaction model of government data, the questionnaire of open public satisfaction of government data in our country is designed. Through the survey of the public's satisfaction with the openness of government data, the author collects the public's attitude and demand to the openness of government data. The empirical research based on SPSS correlation analysis and regression analysis is carried out. The results of quantitative analysis point out the gaps and imperfections in the current government data opening work in China. Finally, this paper summarizes the main work of the research, and puts forward some prospects for the shortcomings of the research, and points out some suggestions and directions for the next government data opening work.
