【摘要】：进入21世纪以来,我国城市规模不断扩大,城市化进程持续加快。随着居民对城市生活的要求变得更多和更加多元化,对生活品质的追求变得更高,为了更好满足城市发展和居民生活的需要,进一步细化城市管理的相关工作,变得越来越紧迫和重要。传统的城市管理办法已经不符合市民对新的、高标准的城市生活要求,所以城市精细化管理的新模式开始兴起,并运用于多个地区的城市管理当中。2002年,长安县退出历史舞台,西安市长安区设立,行政区域不变。撤县设区对长安区城市化进程再上新要求,城市管理问题越来越凸显,长安区紧跟时代步伐,对历史悠久的文化历史资源和丰厚的自然资源加以有效整合利用,不断加快城市发展进度,2011年,长安区政府提出对长安区进行精细化管理。本文对城市管理、城市管理模式、城市精细化管理等概念进行了阐述,对国内外城市精细化管理较好国家的管理方式进行了介绍。本文着眼于西安市长安区处于前所未有的发展机遇下,从制度建设、城市建设、规划管理、环卫保洁、生态环境、城市绿化等重要方面对西安市长安区城市精细化管理方面做出现状分析。从整合行政资源,建立城市规划、管理协调机制；整合生态资源,健全生态环境发展和保护机制；重视专业信息技术和数据设备支持；因片制宜、因地制宜,特色发展；提高服务质量等方面进行了论述,提出了西安市长安区城市精细化管理的对策。
[Abstract]:Since 21th century, the scale of Chinese cities has been expanding and the process of urbanization has been speeding up. As residents' demands on urban life become more and more diversified, the pursuit of quality of life becomes higher. In order to better meet the needs of urban development and residents' lives, and to further refine the related work of urban management, it has become increasingly urgent and important. Traditional urban management practices have not met the new and high standard of urban life requirements of citizens, Therefore, a new mode of fine urban management began to emerge and was applied to urban management in many regions. In 2002, Changan County withdrew from the historical stage and the Chang'an District of Xi'an was set up. The administrative region remains unchanged. The new requirements for the urbanization process in Changan District are brought to an end by the county, and the problem of urban management becomes more and more prominent. Changan District closely follows the pace of the times and effectively integrates and utilizes the historic cultural and historical resources and rich natural resources. In 2011, the Changan District Government put forward the detailed management of Changan District. This paper expounds the concepts of urban management, urban management model, urban fine management, etc. This paper introduces the management methods of the countries with better urban fine management at home and abroad. This paper focuses on the unprecedented development opportunities in Changan District of Xi'an City, including system construction, urban construction, planning and management, sanitation, cleaning, ecological environment, and so on. From the aspects of city greening and other important aspects, this paper analyzes the present situation of the fine management of the city in Changan District of Xi'an. It integrates administrative resources, establishes the coordination mechanism of urban planning and management, integrates ecological resources, and perfects the development and protection mechanism of ecological environment. This paper emphasizes on the support of professional information technology and data equipment, discusses the development of special information technology, local conditions and characteristics, and improves the service quality, and puts forward some countermeasures for the meticulous management of the city in Changan District, Xi'an City.
