地方政府权力清单制度的构建——以浦东新区为例的分析

【摘要】：权力清单制度所涉及的权力事项是一个"元"政治概念,建立和推行权力清单制度是地方政府推进行政改革的重要方面。本文以浦东新区为例透视了地方政府权力清单制度的现状,分析了制度建设、平台搭建等地方政府权力清单制度构建取得的成就,同时,也提出地方政府权力清单制度的建设存在权威性不够、法治性不强等问题。在此基础上,从形成合理的分类依据、推进权力清单和责任清单的衔接配套等方面提出了地方政府进一步推进权力清单制度的路径选择。
[Abstract]:The power matters involved in the list of powers system are a "meta-political" concept. The establishment and implementation of the power list system is an important aspect for the local government to promote administrative reform. This paper takes Pudong New area as an example to see through the status quo of the power list system of the local government, and analyzes the system construction. At the same time, it also points out that the construction of local government power list system is not authoritative enough and the rule of law is not strong. On this basis, from the formation of reasonable classification basis, This paper puts forward the path choice of the local government to further promote the power list system in the aspects of promoting the connection and matching of the power list and the responsibility list and so on.
