智慧政府治理的概念、性质与功能分析

【摘要】：当今世界,环境日趋多变,经济社会问题日益复杂,传统的政府治理模式已无法有效应对政府治理面临的社会问题与时代挑战,大数据、云计算、物联网等新一代信息技术为智慧政府治理的产生提供了支撑条件。智慧政府治理是以法治为保障,以大数据驱动为基础,以智慧决策为核心,以新一代信息技术为支撑,构建政府、市场和社会之间的动态网络协同治理机制,进而实现社会的有效运转,推动政府治理能力的现代化。智慧政府治理的基本性质表现在主体的协同性、对象的复杂性、过程的透明性、技术的迭代性和目标的公共性。智慧政府治理建设对推动政府治理能力现代化具有重要的作用,其功能具体表现为有助于推进科学决策、加强权力监督、发展协同治理、实现精准服务和推动共享发展。
[Abstract]:In today's world, the environment is becoming more and more changeable, and the economic and social problems are becoming more and more complicated. The traditional government governance model can no longer effectively cope with the social problems and times challenges faced by government governance. Big data, cloud computing, The Internet of things and other new generation of information technology provide the supporting conditions for the emergence of intelligent government governance, which is based on the rule of law, driven by big data, based on intelligent decision-making, and supported by the new generation of information technology. In order to realize the effective operation of the society and promote the modernization of the governance ability of the government, the basic nature of the intelligent government governance is manifested in the synergy of the main body and the complexity of the object, so as to construct the dynamic network cooperative governance mechanism between the government, the market and the society, so as to realize the effective operation of the society. The transparency of the process, the iterative nature of the technology and the publicity of the goal. The construction of intelligent government governance plays an important role in promoting the modernization of the governance capacity of the government. Develop collaborative governance, achieve precision services and promote shared development.
