安徽乡镇政府公共服务绩效评估研究

【摘要】:随着我国社会经济的发展,乡镇居民对公共服务的需求也日益增长,而现阶段我国乡镇基层的公共服务供给水平依然处于初级阶段。安徽省委、省政府开始以项目化手段的方式从供给上加强乡镇基层公共服务,弥补基层公共服务在内容上的失衡,并建立乡镇公共服务清单便于群众监督。然而,为发现乡镇公共服务短板,进一步提高公共服务的质量,乡镇公共服务绩效评估工作,还需要进一步加强。其中,建立科学合理的乡镇公共服务绩效评估体系和机制也是一项重要任务。基于此,本文以安徽乡镇政府绩效和乡镇“民生工程”绩效为切入点,实际考察安徽省乡镇公共服务绩效评估过程。通过认真分析绩效评估的标准和流程,发现目前安徽省乡镇公共服务绩效评估中依然存在许多问题,体现在评估指标体系不全、评估程序不规范、社会参与不足及信息化程度低等方面。在综合安徽乡镇公共服务绩效评估的现状与国内外研究的基础上,对安徽乡镇政府公共服务绩效评估体系做了进一步的探究,构建出一套比较贴合安徽省实际的乡镇政府公共服务绩效评估的框架模型,并按照“效益”评估的目标建立起“公共服务供给—满意度”的双元绩效评估体系模型。遵循系统性、可比性、发展导向、职能依据等原则,筛选出41个乡镇公共服务绩效评估指标并用层次分析法确定出它们的权重。将得到的乡镇公共服务绩效评估体系以标杆管理和满意度评价的方法应用实践,对宿州市W乔徘鳻镇进行了实证检验。通过安徽省乡镇公共服务绩效评估的理论分析和实践分析,可以从四个方面提升安徽乡镇公共服务绩效评估工作:一是厘清乡镇政府公共服务内容,完善评估指标体系;二是加强法律及制度建设,规范绩效评估程序;三是丰富参与渠道与形式,促进多元主体参与,四是充分利用信息技术,实现评估的信息化。
[Abstract]:With the development of our country's social economy, the demand of township residents for public service is also increasing day by day, and the level of public service supply at the grass-roots level in our country is still in the primary stage. The provincial government began to strengthen the rural grassroots public services in terms of supply by means of project, make up for the imbalance in the contents of the grass-roots public services, and set up a list of township public services to facilitate the supervision of the masses. However, In order to find out the shortcomings of township public service and further improve the quality of public service, the evaluation of township public service performance still needs to be further strengthened. It is also an important task to establish a scientific and reasonable system and mechanism for evaluating the performance of township public service. Based on this, this paper takes the performance of Anhui township government and township "people's livelihood project" as the starting point. Through careful analysis of the performance evaluation criteria and procedures, we find that there are still many problems in the performance evaluation of township public service in Anhui Province, which is reflected in the incomplete evaluation index system. The evaluation procedure is not standard, the social participation is insufficient and the information level is low. On the basis of synthesizing the present situation of Anhui township public service performance evaluation and the domestic and foreign research, This paper makes a further research on the evaluation system of the public service performance of the township government in Anhui Province, and constructs a set of framework models for the performance evaluation of the public service of the township government in Anhui Province, which is more suitable to the actual situation in Anhui Province. In accordance with the objective of "benefit" evaluation, a dual performance evaluation system model of "public service supply-satisfaction" is established, following the principles of systematization, comparability, development-oriented, functional basis, etc. The weights of 41 township public service performance evaluation indexes were selected and their weights were determined by AHP. The performance evaluation system of township public service was applied to the benchmarking management and satisfaction evaluation method. Through the theoretical and practical analysis of the performance evaluation of public service in villages and towns in Anhui Province, the paper makes an empirical test on the WJOYI town of Suzhou. It is possible to improve the performance evaluation of public service in villages and towns in Anhui from four aspects: first, to clarify the contents of public service of township government, and to perfect the evaluation index system; second, to strengthen the construction of law and system, and to standardize the procedure of performance evaluation. Third, enrich the channels and forms of participation, promote the participation of multiple subjects, and fourth, make full use of information technology to realize the informatization of evaluation.
