跨界公共事务、区域合作共治与整体性治理

【摘要】：伴随着城市化、区域一体化和地方公共事务的扩张,大量涌现的跨界公共事务亟待有效治理。整体性回应的诉求与碎片化行政的阻滞在跨界公共事务治理中形成了一对现实的张力。治理跨界公共事务要求超越碎片化行政的阻滞,进行整体性回应,实现区域公共事务合作共治这一制度性集体行动目标。整体性治理不仅为超越碎片化行政指出了可行方向,而且为区域合作共治目标的达成提供了现实的路径选择,对突破跨界集体行动困境、提高跨界公共事务治理绩效具有重要的意义。整体性治理的有效推进是一项系统的工作,需要从治理目标设计、治理主体塑造、治理机制构建和治理文化培育等多个层面协同进行。
[Abstract]:With urbanization, regional integration and the expansion of local public affairs, A large number of cross-border public affairs urgently need to be effectively managed. The demands of holistic response and the block of fragmented administration form a pair of realistic tension in the governance of cross-border public affairs. In order to realize the institutional collective action goal of cooperation and co-governance of regional public affairs, holistic governance not only points out the feasible direction for transcending fragmented administration, Moreover, it provides a realistic path choice for the achievement of the goal of regional cooperation co-governance, which is of great significance for breaking through the predicament of cross-border collective action and improving the governance performance of cross-border public affairs. The effective promotion of holistic governance is a systematic work. It is necessary to coordinate the design of governance objectives, the shaping of governance subjects, the construction of governance mechanism and the cultivation of governance culture.
