权责一致:责任政治建设的基本前提

【摘要】：责任政治建设是国家治理现代化的重要内容,权责一致则是责任政治建设的基本前提。权责一致意味着公共权力行使者履行职责和义务应与其所拥有的权力相匹配,该原则有其丰富的思想渊源和深刻的理论逻辑。然而,由于公共权力所有者与行使者的二元分离、制度规定与权力运行的轨道偏差,以及现代官僚制自身的内在缺陷,权责背离的现象仍普遍存在。消除权责背离现象,需要明确责任主体,构建科学合理的权责关系;坚持以人为本,加强责任主体的责任伦理建设。
[Abstract]:The construction of responsibility politics is an important content of the modernization of national governance, and the unity of power and responsibility is the basic premise of the construction of responsibility politics. The principle has its rich ideological origin and profound theoretical logic. However, due to the dualistic separation between the owner and the executor of public power, the deviation of the orbit between the regulations of the system and the operation of power, and the inherent defects of the modern bureaucracy, To eliminate the deviation of power and responsibility, it is necessary to make clear the subject of responsibility, to build a scientific and reasonable relationship between power and responsibility, to insist on people-oriented, and to strengthen the construction of responsibility ethics of the subject of responsibility.
