论网络政治性表达的内涵及价值

【摘要】：网络政治性表达内涵主要涉及个体利益作为触发机制的"公共诉求"、基于政策载体的利益诉求与权威分配、针对公权行使的批评质疑、聚焦法治与人权侵害问题以及政权利益与主权利益的话语。该类属性的网络政治性表达能够产生积极的制度性功能:作为体制内权力监督设置的补充以及作为优化政府政策行为的公共设施。网络政治性表达的核心价值则体现为对包含深度、广度民主的优化,对秩序与能力兼顾的理性自由的锤炼以及对于社会公正价值的舆论型塑。
[Abstract]:The connotation of network political expression mainly involves the "public appeal" of individual interests as the trigger mechanism, the interest appeal and authority distribution based on the policy carrier, and the criticism and query on the exercise of public power. Focusing on the issue of the rule of law and human rights infringement, as well as the interests of regime and sovereignty. The network political expression of this kind of property can produce positive institutional function: as a supplement to the establishment of power supervision within the system and as a superior. The core value of the political expression of network is embodied in the depth of inclusion. The optimization of democracy, the rational and free exercise of both order and ability, and the shaping of public opinion on the value of social justice.
