论公共行政的价值及其实现

【摘要】：公共行政的二重性决定了行政价值的存在。不过,公共行政的价值依据不在于行政自身和公共行政的自我确认,而在行政之外。行政价值的依据在作为类的人及其组织化形态——社会之中。公共行政的工具性决定了其价值依据在于其执行性。由于这种执行性使公共行政的价值可进一步分为外在价值与内在价值。公共行政的外在价值在于执行政治意志,保障政治设定的价值得到实现;公共行政的内在价值在于公共行政的自我保存和自我发展,这构成了公共行政的自我价值,这种内在价值主要在于权威与效率。在现代社会中,公共行政的价值实现主要通过政治、经济、文化和社会等方式得到实现。
[Abstract]:The duality of public administration determines the existence of administrative value. In addition to administration, the basis of administrative value lies in the human being as a class and its organized form-society. The instrumental nature of public administration determines the basis of its value lies in its executiveness, which makes the price of public administration. Value can be further divided into external value and intrinsic value. The external value of public administration lies in the implementation of political will. The intrinsic value of public administration lies in the self-preservation and self-development of public administration, which constitutes the self-value of public administration, which mainly lies in authority and efficiency. The realization of the value of public administration is mainly achieved through political, economic, cultural and social ways.
