网络民意表达语境下的微博问政研究

【摘要】：互联网时代的到来,使得网络从虚拟世界走进了人们的日常生活,网民规模不断增加,互联网普及率逐年上升,公民更多地通过网络表达利益诉求和公共政策建议,积极主动参与到国家社会事务处理和公共政策制定与修改中来。尤其是随着微博的兴起与快速发展,我国社会进入了一个前所未有的“微博时代”,微博问政也跟随网络问政快速发展的步伐而兴起,政府机构和公职人员成为微博问政的客体,广大网民成为微博问政参与的主力军,微博成为政府问政的一个全新平台,为民意表达提供了新的渠道和方式,促进了政府与网民的互动交流。微博问政在网络民意表达盛行的语境中,成为网民利益诉求的重要途径,对学科民主执政有着积极的作用,但是同时也存在问题,我们应该辩证理性地看待微博问政,对其发展现状进行清晰认识,对其发展过程出现的问题进行分析思考,有针对性地提出对策,促进微博问政积极作用的有效发挥。论文以网络民意表达语境为视域,结合微博问政与网络民意表达的紧密关系和微博问政的特点,概括我国当前微博问政发展现状,分析微博问政发展过程中出现的问题,简要论述了如何最大发挥微博问政的积极作用和促进微博问政对网络民意的代表和实现的对策建议,以使得微博问政更好地服务于民众,推动政府决策的科学化与民主化,提升政府治理水平。全文分为导论和四个主体部分的内容进行探讨：导论部分简单阐述论文的研究背景、意义、思路和方法,综述国内外关于网络民意表达和微博问政方面的研究状况,以及概念界定和理论基础。第一部分是对网络民意表达与微博问政的简要研究,分析微博问政与网络民意表达的关系,为本文后面部分的研究奠定基础。第二部分描述我国微博问政的发展现状,主要包括全国政务微博发展良好态势及其表现,我国政务微博地域和行业发展状况,公安微博成为政务微博发展亮点和基层政务微博发展状况较好。第三部分主要分析当前网络民意表达语境下的微博问政存在的问题。主要包括微博问政依托的互联网普及率不高和发展不平衡的问题,微博问政主体和客体存在的问题,微博问政代表网络民意的全面性问题,微博问政自身局限性和实现公共利益程度的问题。第四部分从网络民意借助微博这一新平台出发,提出微博问政良好、健康、可持续发展的解决之道。主要包括优化微博问政的客观网络基础条件,完善微博问政自身发展,提高政府机构和公职人员的执网能力,提升网民的网络素养,规范微博问政的环境和管理,落实微博问政的线下实施,发展有效实现公共利益的微博问政。
[Abstract]:With the advent of the Internet era, the Internet has moved from the virtual world into people's daily life, the scale of Internet users has been increasing, the Internet penetration rate has increased year by year, and citizens express their interests and public policy proposals more often through the Internet. Taking an active part in national social affairs handling and public policy formulation and revision, especially with the rise and rapid development of Weibo, The society of our country has entered an unprecedented "Weibo era". With the rapid development of the network, the government agencies and public officials have become the object of the political inquiry. The vast number of Internet users have become the main force of Weibo's participation in political affairs, and Weibo has become a new platform for the government to conduct political affairs, providing a new channel and method for the expression of public opinion. It has promoted the interactive communication between the government and netizens. In the context of popular online public opinion expression, Weibo has become an important way for Internet users to pursue their interests, and has played a positive role in the discipline of democratic governance, but at the same time there are also problems. We should treat Weibo's political affairs dialectically and rationally, have a clear understanding of the current situation of its development, analyze and think about the problems that have arisen in its development process, and put forward countermeasures in a targeted way. This paper takes the context of network public opinion expression as the visual field, combines the close relationship between Weibo and network expression of public opinion and the characteristics of Weibo, summarizes the current situation of the political affairs in China. This paper analyzes on the problems in the process of Weibo's political affairs development, and briefly discusses how to give full play to the positive role of Weibo's political questioning and how to promote the representation and realization of the online public opinion, so as to better serve the public.
