【摘要】：在我国当下,互联网已成为人们参与社会生活的重要途径,渗透于人们生活的方方面面。网络行政、网络问政、网络参政、网络议政、网络监督已越来越受到政府和民众的青睐。网络因其虚拟性,产生很多治理难题。负面网络舆论治理就是其中之一。泄露个人隐私,网络欺诈,网络情绪发泄,网络谣言等等,造成人身财产伤害,影响人心安宁和社会稳定。有效治理负面网络舆论,充分发挥网络在社会发展、人民生活、社会安定方面的积极作用是政府必须着手解决的问题。本文围绕负面网络舆论展开讨论,抓住网络舆论中负面因素对个人、群体及社会、政府的不利影响,重新定义负面网络舆论,采用文献资料法、历史分析法、案例分析法等多种研究方法,在匿名理论、编码／解码理论等数个分析理论工具指导下,多角度、多层次,更完整、深入探讨治理途径,为网络治理提供一个视角。
[Abstract]:At present, the Internet has become an important way for people to participate in social life. It permeates every aspect of people's life. Internet supervision has been more and more popular among the government and the public. Because of its fictitious nature, the Internet has created many problems in governance. One of them is the negative network public opinion governance. The disclosure of personal privacy, online fraud, online emotional venting, Internet rumors, and so on. Causing personal and property damage, affecting the peace of the people and social stability, effectively managing negative network public opinion, giving full play to the network in social development and people's life, The positive role of social stability is the problem that the government must solve. This paper focuses on the discussion of negative network public opinion, grasping the negative influence of negative factors on individuals, groups, society and government. Redefining negative network public opinion, using literature, historical analysis, case analysis and other research methods, under the guidance of anonymous theory, coding / decoding theory and several other analysis tools, multi-angle, multi-level, more complete, Discuss the way of governance in depth, provide a visual angle for network governance.
