德化县旅游发展中的政府行为研究

【摘要】：20世纪90年代以来,我国的旅游业发展极为迅速,旅游业逐渐成为我国新的经济增长点,伴随着旅游业日益的市场化、国际化,政府在整个旅游管理中的主导作用显得格外重要,但伴随着旅游业的发展,地方政府在主导旅游业的发展过程中遇到了一些困难和问题。德化县具有十分丰富的旅游资源,地方政府近年来提出把旅游业作为主导产业来培育,重点从机构、规划、政策、资金等方面下功夫取得了喜人的成绩,但在发展过程中仍然存在一些隐患,如政府管理中的缺位、越位,旅游配套设施的不足等。本文通过研究政府在促进旅游产业发展的行为,为德化县旅游产业的发展和产业结构的转型升级强化宏观调控力度、强化公共服务体系建设、引导文化与环境旅游结合等对策。本文以新公共管理和新公共服务为理论基础来分析地方政府在旅游管理中的行为,基于土耳其布尔萨、汨罗等旅游管理的成功经验,分析德化县政府在发展旅游业的过程中在规划、管理机制、开发建设、市场营销机制等方面的行为研究,以德化的地方特性为基础,协同市场等建立全面协同发展的机制,探索地方政府在促进旅游发展的过程中,如何合理有效地发挥政府的作用,在规范旅游市场,制定旅游规则,发挥旅游市场规律的作用等方面存在的问题,进而提出针对性的意见,以促进德化旅游业的发展。
[Abstract]:Since 1990s, China's tourism industry has developed very rapidly, and tourism has gradually become a new economic growth point of our country. With the increasing marketization and internationalization of tourism, The leading role of the government in the whole tourism management is particularly important, but with the development of tourism, local governments have encountered some difficulties and problems in the process of leading tourism development. In recent years, local governments have proposed to cultivate tourism as a leading industry, with emphasis on institutions, planning, policies, funds, and so on. But there are still some hidden dangers in the process of development. Such as the absence of government management, offside, insufficient supporting facilities of tourism, etc. By studying the behavior of the government in promoting the development of tourism industry, this paper strengthens the macro-control for the development of tourism industry and the upgrading of industrial structure in Dehua County. Strengthen the construction of public service system and guide the combination of culture and environmental tourism. This paper analyzes the behavior of local government in tourism management based on new public management and new public service, based on Bursa, Turkey. Miluo and other successful experiences in tourism management, the analysis of the Dehua County government in the process of developing tourism in the planning, management mechanism, development and construction, marketing mechanisms and other aspects of behavior research, based on the local characteristics of Dehua. In the process of promoting tourism development, we should explore how the local government can reasonably and effectively play the role of the government, standardize the tourism market, and formulate tourism rules, such as establishing a mechanism for comprehensive and coordinated development of the tourism market, and exploring how local governments can play a reasonable and effective role in promoting tourism development. In order to promote the development of Dehua tourism, this paper puts forward some suggestions on how to bring into play the role of the rules of tourism market.
