新时期我国信访制度存在的问题与对策

【摘要】：信访作为一种具有中国特色的一种政治制度,在计划经济时期曾发挥了积极的作用.纵观我国的历史传统与社会现实,几乎所有的问题最后都会与政治扯上千丝万缕的联系,谈到信访制度,也必然脱离不了中国目前的政治环境和体制机制。近年来随着信访现象的不断增加,信访制度问题日益体现出。努力完善我国的信访制度,有效的解决信访制度存在的问题。加强对信访问题的研究不仅是信访部门实现自身创新发展的需要,也是在新时期推进我国信访工作科学发展的需要,更是人民群众自身利益自我维护的需要。我国的信访制度是群众表达诉求,政治参与和权利求济的重要途径。但是随着市场经济的深入和利益结构的调整,信访矛盾突出,信访渠道不通,信访机构不合理等一些问题也逐步显现出来,本文通过对当前我国信访制度的浅要分析,针对我国信访过程中存在的主要问题提出了一些对策。为公民更好的维护自身权益提供了一些智力支持和理论援助,信访被寄予了太多的希望,信访功能的错位与信访渠道的拥挤导致了更多社会矛后的堆积。要解决目前的信访问题,必须摆正信访制度的位置,最根本的是要坚持发展法治社会,引导群众通过法律途径来解决问题。只有当法律成为人们心中真正的信仰,信访制度才能从现有的重压之下逐渐淡化。
[Abstract]:As a kind of political system with Chinese characteristics, petition has played an active role in the planned economy period. Looking at the historical tradition and social reality of our country, almost all the problems will eventually be connected with politics inextricably. When it comes to the petition system, it is also inevitable that it will not be divorced from China's current political environment and institutional mechanism. In recent years, with the increasing phenomenon of letters and visits, the issue of the petition and visiting system has increasingly manifested itself. Efforts have been made to improve the system of letters and visits in our country. To effectively solve the problems existing in the letter and visit system. To strengthen the research on the issue of letters and visits is not only the need for the departments of letters and visits to realize their own innovative development, but also the need to promote the scientific development of the letters and visits work in China in the new period. Is the people's own interests self-defense needs. Our country's petition system is an important way for the masses to express their demands, political participation and right to seek economic aid. However, with the deepening of the market economy and the adjustment of the interest structure, the contradiction between letters and visits is prominent, and the channels of letters and visits do not work. Some problems, such as unreasonable letters and visits organizations, have gradually emerged. This paper analyzes the current system of letters and visits in China. Aiming at the main problems existing in the process of petition and visiting in our country, this paper puts forward some countermeasures. It provides some intellectual support and theoretical assistance for citizens to better safeguard their own rights and interests, and has placed too much hope in the letters and visits. The dislocation of the petition function and the congestion of the channels of petition and petition have led to the accumulation behind more social spears. In order to solve the present problem of letters and visits, we must straighten out the position of the letter and visit system, and the most fundamental thing is to adhere to the development of a society governed by the rule of law. Only when the law becomes the true belief in people's hearts can the letter and visit system be gradually desalinated from the existing heavy pressure.
