民意回应与社会治理绩效评估——以S市“电视评议”为例

【摘要】：地方政府在社会治理绩效评估中,建构和推进"电视评议"机制,以回应民情与民意,目的在于提升其社会治理的合理性、价值性与合法性。虽然"电视评议"作为一种民意回应机制用于地方政府和领导干部的社会治理绩效考核与管理中,在具体实践操作中取得了可喜的成绩,但是依然存在诸多亟待完善与提升的地方。需要进一步从建立和完善评议中民意收集、传递与回应机制、评议考评绩效跟踪改进机制等方面,加强对民意的回应与互动。
[Abstract]:In the performance evaluation of social governance, the local government constructs and promotes the mechanism of "television evaluation" in order to respond to the people's situation and public opinion, in order to enhance the rationality of its social governance. Value and legitimacy. Although "TV review" is used as a public opinion response mechanism in the social governance performance evaluation and management of local government and leading cadres, it has achieved gratifying results in concrete practice. However, there are still many areas that need to be improved and improved. It is necessary to strengthen the response and interaction to public opinion from the aspects of establishing and perfecting the collection of public opinion, transmission and response mechanism, performance tracking and improvement mechanism of evaluation and so on.
