同质与差异:省级政府权力清单制度推行政策的文献计量分析

【摘要】：[目的/意义]省级权力清单制度的推行关乎中央层级政策精神的有效承接,也关系着市县级政府权力清单制度的实施和落实,是全面深化改革,实现国家治理能力和治理体系现代化的重要突破口。[方法/过程]通过利用文献计量工具CiteSpace III,量化研究各省级政府推行权力清单制度政策文本的内容,分析政策文本的异同。[结果/结论]研究发现,政策文本内容在整体内容上表现出同质性,部分内容表现出差异性,通过研究各省级权力清单制度推行的政策文件同质性及差异性,可以为权力清单建设在全国范围内的落实和权力清单长效化的发展提供可具参考性的政策基础。
[Abstract]:[purpose / significance] the implementation of the provincial power list system is related to the effective undertaking of the spirit of the central level policy, and also to the implementation and implementation of the power list system of the municipal and county governments. It is an all-round deepening of the reform. [method / process] by using the document measurement tool CiteSpace III, the contents of the policy texts of the provincial governments implementing the power list system are quantitatively studied. Analyzing the similarities and differences of policy texts. [results / conclusions] it is found that the content of policy texts shows homogeneity in the overall content, while some of the contents show differences. By studying the homogeneity and difference of the policy documents carried out by the provincial power list system, we can provide a reference policy basis for the implementation of the power list in the whole country and the development of the power list for a long time.
