详论新结构经济学中“有为政府”的内涵——兼对田国强教授批评的回复

【摘要】：本文试图对新结构经济学中"有为政府"的定义与内涵做出比较全面的阐述,以助于更好地理解和应用新结构经济学理论。本文将"有为政府"定义为在各个不同的经济发展阶段能够因地制宜、因时制宜、因结构制宜地有效地培育、监督、保护、补充市场,纠正市场失灵,促进公平,增进全社会各阶层长期福利水平的政府。然后,本文着重突出有为政府的"动态变迁"与"主动改革"的内涵,并且有针对性地回复与澄清田国强教授对"有为政府"概念认知的问题与误解,系统比较了"有为政府"与"有限政府"在动态性、改革过程、经济结构假设、政策制定过程方面的主要区别。最后,本文在回顾相关学术文献的基础上探讨了"有为政府"未来的研究方向。
[Abstract]:This paper attempts to make a more comprehensive exposition of the definition and connotation of "government as a government" in the new structural economics. In order to help better understand and apply the new structural economics theory, this paper defines "having as a government" as being able to adapt to local conditions, adapt to the times, cultivate, supervise and protect effectively because of the structural system. The government that supplements the market, corrects the market failure, promotes fairness, and promotes the long-term welfare level of all social strata. Then, this paper emphasizes the connotation of "dynamic change" and "active reform" for the government. In addition, the author answers and clarifies Professor Tian Guoqiang's misunderstanding and problems about the concept of "having a government", and systematically compares the dynamic, reform process and economic structure hypothesis between "good government" and "limited government". Finally, based on the review of relevant academic literature, this paper discusses the future research direction of "having a government".
