公务员特色实践教育基地建设探析

【摘要】：《2011-2015年行政机关公务员培训纲要》指出,为了增强公务员培训的实效性与针对性,“十二五”期间,国家公务员局将在全国范围内建设10个公务员特色实践教育基地。公务员特色实践教育基地作为公务员培训机构中的新成员,其建设的主要目的在于通过深入挖掘利用基地资源优势,不断增强公务员培训的针对性和实效性。公务员特色实践教育基地往往挂靠在地方行政学院或干部学院进行建设,虽有比较成型的前期培训经验做支撑,有丰富的地区人文资源或技术资源优势作保障,但要将其打造成具有示范辐射功能的品牌培训基地,尚需对基地建设的理论与实践进行深入探索。鉴于此,本文首先对公务员特色实践教育基地的涵义、特征以及公务员特色实践教育基地建设过程中取得的成就进行了简单梳理,着力对当前公务员特色实践教育基地建设中存在的问题及成因进行剖析,进而从公务员特色实践教育基地的建设原则、建设内容以及建设方式等方面探讨解决问题的对策。
[Abstract]:The outline for the training of Civil servants in Administrative organs 2011-2015 states that, in order to enhance the effectiveness and pertinence of training for civil servants, during the Twelfth Five-Year Plan period, The State Civil Service Bureau will build 10 civil servants' characteristic practical education bases throughout the country. The civil servants' characteristic practical education bases will be new members of civil servants' training institutions. The main purpose of its construction is to continuously enhance the pertinence and effectiveness of civil servant training by digging into and utilizing the advantages of the base resources. The civil servant characteristic practical education base is often linked to the construction of local administrative colleges or cadre colleges. Although there are relatively formative training experience to support, rich regional human resources or technical resources to protect, but it should be built into a model radiation function of the brand training base, The theory and practice of the construction of the base need to be deeply explored. In view of this, the meaning, characteristics and achievements in the construction of the civil servant characteristic practical education base are simply combed out in this paper. This paper analyzes the problems and causes of the construction of the civil servants' characteristic practical education base, and then probes into the countermeasures to solve the problems from the aspects of the construction principle, the construction content and the construction method of the civil servant characteristic practical education base.
