公共危机中政府新闻发布机制问题优化研究

【摘要】：随着多元化的经济模式和经济水平的发展,当今人类社会正面临着较大的公共危机。我国是一个人口众多的国家,我国公民文化素养偏低以及法律意识淡薄,造成我国面临着更多的公共危机事件。我国现有的政府新闻发布机制已经不能满足快速发展的时代,与发达国家的政府新闻发布机制相比还存在着较大的差异,如何优化我国公共危机中政府新闻发布机制已经成为社会各界广泛关注的话题。首先对本文的研究目的和研究意义以及国内外研究现状进行了简要的阐述,从公共危机的涵义、主要特征以及公共危机管理的基本理念对公共危机理论进行说明,分析政府新闻发布机制的涵义、政府新闻发布制度和政府新闻发言人及发言人制度。指出在公共危机中优化政府新闻发布机制是政府掌握舆论主动权的必然选择,也是政治民主化的迫切要求同时还能够增强政府公信力。在理论研究的基础上,对我国公共危机中政府新闻发布机制存在的问题及原因进行分析,并借鉴国外公共危机中政府新闻发布机制的经验,指出在我国的政府新闻发布机制当中应该设立专门机构来保障新闻发布的准确及时,要有完备的法律法规来保障危机信息的公开,不断完善公共危机中政府新闻发布的法制建设。最后提出优化我国公共危机中政府新闻发布机制的对策。期望本文的研究能够促进我国政府新闻发布机制的发展。
[Abstract]:With the development of diversified economic model and economic level, human society is facing a great public crisis. China is a country with a large population, and its citizens' cultural literacy is on the low side and the legal consciousness is weak. As a result, our country is faced with more public crisis events. Our existing government news release mechanism can not meet the rapid development of the times, and compared with the developed countries, there is still a great difference between the government press release mechanism and the developed countries. How to optimize the mechanism of government news release in the public crisis of our country has become a topic of wide concern from all walks of life. Firstly, the purpose and significance of this paper and the current research situation at home and abroad are briefly expounded, and the meaning of the public crisis is discussed. The main characteristics and the basic concept of public crisis management explain the theory of public crisis, and analyze the meaning of the mechanism of government news release. The government press release system and the government press spokesman and spokesman system. It is pointed out that optimizing the government press release mechanism in a public crisis is an inevitable choice for the government to master the initiative of public opinion. It is also an urgent requirement of political democratization and can also enhance the credibility of the government. On the basis of theoretical research, this paper analyzes the problems and causes of the government press release mechanism in the public crisis of our country. And draw lessons from the experience of the government press release mechanism in the foreign public crisis, and point out that the government press release mechanism in our country should set up special agencies to guarantee the accuracy and timeliness of the press release. There must be complete laws and regulations to ensure the disclosure of crisis information. Finally, the author puts forward the countermeasures to optimize the mechanism of government news release in public crisis. It is hoped that the research in this paper can promote the development of the mechanism of government news release in our country.
