【摘要】：当前,我国正处于社会转型和社会矛盾多发的并存时期,经过了改革开放三十多年的不断发展,认识到实现社会治理体系和治理能力现代化是实现社会主义民主政治,化解社会矛盾,实现社会经济和谐发展的客观要求。党的十八届三中全会通过的《关于全面深化改革若干重大问题的决定》提出了创新社会治理体制,指出推进社会治理体系和治理能力现代化是完善和发展中国特色社会主义制度、推进社会主义现代化的重要保证。更是规范社会行为、调节社会各方利益关系、化解社会矛盾、解决社会问题、增强社会活力实现社会公正与和谐的重要途径。社会治理现代化作为国家治理的重要组成部分之一,更是在2014年的全国人民代表大会李克强总理的政府工作报告中作为稳定工作总基调的重要举措之一。所以实现社会治理现代化有助于实现社会和谐发展。目前,我国在社会治理方面已经取得了许多成就,但还存在着社会矛盾多发、思想观念落后、机制体制滞后、权力责任不清、基层组织薄弱等多种问题,这对加强社会治理方式创新、提高社会治理能力科学化水平提出了严峻挑战。这要求我们改革传统社会管理机制,推动社会治理创新式发展,从社会管理向社会治理转变。本文从阐述社会治理体系和治理能力现代化的内涵、基础理论及特征出发,论述了社会治理现代化的理论和实践意义,重点分析了中国治理现代化过程中产生的问题及其原因,并提出了在我国实现社会治理现代化的路径。本文重点指出在我国实现社会治理现代化,就是要创新社会的治理具体方式,发挥有效的社会组织的积极活力,加强党委领导,发挥政府主导作用,鼓励和支持社会各方面参与,实现政府治理和社会自我调节、居民自治良性互动,坚持系统治理、全方位治理、依法治理和源头治理,着眼于维护最广大人民根本利益,全面推进平安中国建设,维护国家安全,确保人民安居乐业、社会安定有序。
[Abstract]:At present, our country is in the coexisting period of social transformation and social contradictions. After more than 30 years of reform and opening up, we have realized that realizing the modernization of social governance system and governance ability is the realization of socialist democratic politics. The objective requirements for resolving social contradictions and realizing the harmonious development of social economy. The decision on several important issues of comprehensively deepening Reform, adopted by the third Plenary session of the 18th CPC Central Committee, put forward the idea of innovating the social governance system. It is pointed out that promoting the modernization of social governance system and governance ability is an important guarantee to perfect and develop socialist system with Chinese characteristics and promote socialist modernization. An important way to solve social problems and strengthen social vitality to realize social justice and harmony. The modernization of social governance is one of the important components of national governance. In the 2014 report of Premier Li Keqiang of the National people's Congress on the work of the government as one of the most important measures to stabilize the overall tone of the work. Therefore, modernizing social governance contributes to the harmonious development of society. At present, China has made many achievements in social governance, but there are still many problems, such as frequent social contradictions, backward ideology, lagging mechanism and system, unclear power and responsibility, weak grass-roots organizations and so on. Raising the scientific level of social governance poses a severe challenge, which requires us to reform the traditional social management mechanism and promote the innovative development of social governance. From the social management to the social governance, this paper expounds the connotation, basic theory and characteristics of the modernization of the social governance system and governance ability, and discusses the theoretical and practical significance of the modernization of the social governance. This paper mainly analyzes the problems and causes in the process of China's governance modernization, and puts forward the way to realize the modernization of social governance in China, and points out emphatically that the modernization of social governance should be realized in our country. That is, to innovate the concrete ways of social governance, to give play to the active vitality of effective social organizations, to strengthen the leadership of party committees, to give play to the leading role of the government, to encourage and support the participation of all sectors of society, and to realize government governance and social self-regulation. The residents' autonomy is benign and interactive, adhering to systematic governance, all-round governance, legal and source governance, with a view to safeguarding the fundamental interests of the overwhelming majority of the people, comprehensively promoting the peaceful construction of China, safeguarding national security, and ensuring the people's living and working in peace and contentment. Society is stable and orderly.
