规范增能与协同治理:推动建设“伙伴式”街道社区社会组织联合会

【摘要】：建设街道社区社会组织联合会是培育发展社区社会组织的"关键环节",也是创新基层社会治理和推动社会组织改革的重要探索。以天津为例的街道社区社会组织联合会具有特有的实践逻辑和现实挑战。从社会治理和政策举措创新角度出发,街道社区社会组织联合会建设有其必要性,要进一步强化制度和能力建设,完善内部治理机制;凸显服务功能,及时反映诉求;坚持主业主责,突出专业优势;运用"三社联动"思维,承接公益创投项目;嵌入街道社区治理结构,协同社会治理创新是建构社区社会组织培育发展新型服务平台的主要路径选择。
[Abstract]:The construction of community social organization Federation is to foster the development of community social organizations "key link", but also the innovation of grassroots social governance and promote the important exploration of social organization reform. With the example of Tianjin street community social organization Federation has unique logic of practice and practical challenges. From the point of view of social governance and policy innovation perspective organization of Street Community Federation of social construction has its necessity, to further strengthen the system and capacity building, improve the internal governance mechanism; highlight the service function, timely reflect the demands; adhere to the main responsibilities of owners, outstanding professional advantage; the use of "three agency linkage" thinking, undertake venture philanthropy project; embedded community governance structure, cooperative society management innovation is the construction of community social organizations to foster the development of new service platform of the main path.
