大合作、小冲突:在华境外非政府组织与中国政府关系的基本态势

【摘要】：从合作基础、合作部门、合作领域、合作方式、合作成效等方面看,在华境外非政府组织与中国政府形成了全方位、多层次、宽领域的合作关系。但是,两者之间也存在冲突的一面,主要表现在:对合作绩效的不同理解导致在华境外非政府组织与政府产生冲突;在华境外非政府组织的"参照系"作用可能使政府对之持排斥态度;在华境外非政府组织的工作缺陷可能使政府对之持抵制态度;跨文化沟通的障碍使二者之间容易产生矛盾;缺乏制度保障容易导致双方产生摩擦。尽管合作与冲突相互交织,但是合作是在华境外非政府组织与中国政府间关系的主流。
[Abstract]:In terms of the basis of cooperation, the department of cooperation, the field of cooperation, the mode of cooperation, and the effectiveness of cooperation, non-governmental organizations outside China have formed a comprehensive, multi-level and wide-ranging cooperative relationship with the Chinese Government. However, There is also a conflict between the two, mainly reflected in: the different understanding of the performance of cooperation leads to the conflict between NGOs and the government outside China; The "frame of reference" of non-governmental organizations outside China may make the government reject it, the defects of non-governmental organizations outside China may make the government resist it, the obstacles of cross-cultural communication make the contradiction between the two. The lack of institutional protection can easily lead to friction between the two sides. Although cooperation and conflict are intertwined, cooperation is the mainstream of the relationship between NGOs outside China and the Chinese government.
