【摘要】：中共社会治理理论的形成和发展是历史和实践的产物。马克思、恩格斯、列宁和党的历代领导集体的社会治理思想,以及西方国家的社会治理思想是中共社会治理理论形成的思想渊源;社会结构日趋复杂化、社会组织形式多样化、需求结构日趋多层化、价值观念日趋多元化、社会矛盾问题群体化是中共社会治理理论形成的时代背景。中共社会治理理论主要包括从强调善政到追求善治的社会治理价值观、从维护稳定到共建共享的社会治理目标观、从政府领导到政府主导的社会治理体制、从单一主体到多元共治的社会治理主体、从单一手段到综合治理的社会治理手段、从依规治理到依法治理的社会治理制度六个方面的内容,科学地回答了“为什么治理”“治理为了谁”“治理依靠谁”“如何治理”“如何保障社会治理”等一些列理论和实践问题,体现了鲜明的继承性、时代性、理论性、科学性、实践性、本土性的特点。中共社会治理理论的形成对于指导中国特色社会主义社会建设,推动社会治理体系和社会治理能力现代化具有重要意义。
[Abstract]:The formation and development of the theory of social governance of the Communist Party of China is the product of history and practice. And the thought of social governance in western countries is the ideological origin of the formation of the social governance theory of the Communist Party of China; the social structure is becoming more and more complicated, the forms of social organization are diversified, the structure of demand is becoming more and more stratified, and the values are becoming more and more diverse. Social contradiction is the background of the formation of the theory of social governance of the Communist Party of China. The theory of social governance of the Communist Party of China mainly includes the values of social governance from emphasizing good governance to pursuing good governance, from maintaining stability to the view of social governance goal of co-construction and sharing. From the government leadership to the government-led social governance system, from a single subject to a pluralistic and co-governing social governance subject, from a single means to a comprehensive social governance means, In this paper, the author scientifically answers some theoretical and practical questions such as "why govern", "who governs for whom", "how to govern", "how to manage" and "how to guarantee social governance" from six aspects of social governance system, such as governing according to rules and managing according to law. It embodies the distinct characteristics of inheritance, epoch, theory, science, practicality and nativeness. The formation of the theory of social governance of the Communist Party of China has guided the construction of socialist society with Chinese characteristics. It is of great significance to promote the modernization of social governance system and social governance ability.
