我国高校基金会监管机制探究

【摘要】：经过较长时间转型,我国正逐渐形成"国家、社会、市场"的三元格局,国家(政府)开始将一部分公共权力让渡于社会组织,国家(政府)对高等教育政策和管理模式的调整以及国家推行的高等教育大众化导向催生了高校基金会。对于高校基金会这一非营利性社会组织而言,目前还存在主体身份不明确、所有权缺位、公开透明机制不健全以及融资、增值困难等问题。只有通过立法保证、政府监管、社会监督、高校基金会内部监控以及行业自律等构成多重监管体系,才能遏制腐败,提高公信力,促进其良性发展。
[Abstract]:After a long period of transformation, China is gradually forming a "country, society, market" three-way pattern, the state (government) began to transfer part of public power to social organizations, The adjustment of higher education policy and management model by the state (government) and the popularization of higher education by the state gave birth to the university foundation. For this non-profit social organization, the university foundation, At present, there are still problems such as unclear identity of the subject, lack of ownership, imperfect open and transparent mechanism, and difficulties in financing and value-added. Only through legislation, government supervision, and social supervision, In order to contain corruption, improve credibility and promote its benign development, internal supervision and self-discipline of colleges and universities can form multiple supervision systems.
