企业参与灾害管理的方式与路径研究

【摘要】：在历史长河中,危机的不可预见性和巨大破坏性给我国社会发展带来了严重的损失。为推进国家治理体系和治理能力现代化进程,亟需以企业为主要代表的社会力量科学有序地参与灾害管理,以弥补传统政府主导的灾害管理模式存在的缺陷。研究企业参与灾害管理的具体方式与路径,有助于促进企业参与灾害管理科学化,形成政企良性互动、有效治理危机的局面。当前我国企业在参与灾害管理过程中遇到了诸多困境,应当在吸收和借鉴国内外企业参与灾害管理研究成果的基础上,因地制宜地分析我国企业在灾害管理各个阶段中应当发挥的作用,进而提出构建政府和企业良性互动、协调有序参与灾害管理的建议。企业应当充分发挥自身的独特优势,采取多样化的方式、积极主动地参与到灾害管理的全过程中去。企业持续性地参与灾害管理不仅仅是体现企业社会责任的应有之义,而且有助于提升企业的公众形象和市场效益。更为重要的是,政府部门应当与企业之间保持密切沟通,并在机制与体制建设上营造推动企业参与灾害管理的有利环境,在政策、法律、实践等层面上引导企业科学参与灾害管理。最后,得到的结论是:风险社会中,企业应当在政府的鼓励、引导、支持下多方位参与到灾害管理全过程中,携手政府共建和平家园。
[Abstract]:In the course of history, the unpredictability and great destruction of the crisis have brought serious losses to the social development of our country.In order to promote the modernization of national governance system and governance capacity, it is urgent for the social forces represented by enterprises to participate in disaster management in a scientific and orderly manner, so as to make up for the defects of the traditional government-led disaster management model.It is helpful to study the specific ways and paths for enterprises to participate in disaster management, to promote the scientific participation of enterprises in disaster management, to form a positive interaction between government and enterprises, and to effectively manage the crisis.At present, the enterprises in our country have encountered many difficulties in the process of participating in the disaster management, so we should absorb and draw lessons from the research achievements of the domestic and foreign enterprises in the disaster management.This paper analyzes the role that Chinese enterprises should play in every stage of disaster management according to local conditions, and then puts forward some suggestions for constructing benign interaction between government and enterprises and participating in disaster management in a coordinated and orderly manner.Enterprises should give full play to their unique advantages, adopt diversified ways and actively participate in the whole process of disaster management.The sustainable participation of enterprises in disaster management is not only to reflect the proper meaning of corporate social responsibility, but also to promote the public image and market efficiency of enterprises.More importantly, government departments should maintain close communication with enterprises and create an enabling environment for enterprises to participate in disaster management in terms of institutional and institutional building, in terms of policies, laws,Practice and other levels to guide enterprises to participate in scientific disaster management.Finally, the conclusion is: in the risk society, enterprises should be encouraged, guided and supported by the government to participate in the whole process of disaster management, and work together with the government to build a peaceful home.
