政府数据开放的价值及面临的问题与路径选择

【摘要】：信息化高速发展的当今社会,数据的使用对国家和社会的价值日益凸显,政府数据开放的意义重大,已成为提升政府治理能力、推动经济创新发展、提升民生服务惠普性、促进数据文化形成以及建设创新型国家的新途径。然而目前为止,我国政府数据开放的统一的全国性战略规划和政策环境尚未形成、网络平台建设不完善、跨部门协作困难以及数据文化氛围尚未形成等问题凸显,严重阻碍了我国政府数据开放的进程。因此,我国应当构建完善的法律制度体系、统筹规划数据开放的平台建设、构建统一协调的政府数据开放组织架构以及营造包容开放的数据文化氛围,从而形成中国化的发展规划和可操作性实践方案,推动我国政府数据开放的深入开展。
[Abstract]:With the rapid development of information technology, the use of data is becoming more and more important to the country and society, and the openness of government data has become an important factor to enhance the governance ability of the government, promote economic innovation and development, and enhance the HP nature of people's livelihood services.A new way to promote the formation of data culture and to build an innovative country.However, so far, the unified national strategic planning and policy environment for the opening of government data has not been formed, the construction of network platform is not perfect, the inter-departmental collaboration is difficult, and the atmosphere of data culture has not yet been formed.Seriously hindered our government data opening process.Therefore, our country should build a perfect legal system, plan the platform construction of data opening, construct a unified and coordinated government data opening organization structure and build an inclusive and open data culture atmosphere.In order to form a Chinese development plan and operational practice program, promote the in-depth development of our government data opening.
