【摘要】：行政审批制度改革意义重大,它是推动社会发展、经济繁荣、政府职能转型的重要手段之一。随着我国改革开放的不断深入,十八大后如何更好地在全国范围内深入行政审批制度改革成为了各级政府工作的重点。基于此,本文重点分析了十八大后海南省行政审批制度改革的现状以及面临的问题,探讨了问题形成的原因,最后提出了相应的完善措施和建议。希望通过本文的研究为深化海南省行政审批制度改革提供一定思路和参考意见。本文第一章包括研究背景、研究意义、国内外已有的研究成果、研究方法以及创新之处等;第二章为理论和概念部分,介绍了行政审批的内涵、功能以及行政审批改革的相关理论。这些理论包括行政许可理论、公共选择理论、新公共管理理论、企业家政府理论等;第三章是海南省行政审批制度改革现状,包括己有的政策文件及做法措施等。本文将从取消审批项目的数量、权力的下放、流程的优化、服务水平的提升等几方面进行阐述;第四章为海南省行政审批制度改革目前所取得的成效、面临的问题及成因分析;第五章为国内外先进经验带来的启示。通过对美国、澳大利亚、英国、加拿大等国家以及四川、安徽、山东、广东等省份行政审批制度改革经验和创新之举的总结得出了一定的经验启示;第六章为提升海南省行政审批制度改革效果的措施,包括:积极引入互联网技术,推行网上审批模式;提高部门之间的联动性,强化改革绩效考核;重视改革后的监管,强化核心审批权力下放;运用本省服务优势,积极引入第三方审批服务机构等;第七章为结束语。
[Abstract]:The reform of administrative examination and approval system is of great significance. It is one of the important means to promote social development, economic prosperity and the transformation of government functions.With the deepening of China's reform and opening up, how to better deepen the reform of the administrative examination and approval system in the whole country after the 18th National Congress has become the focus of government work at all levels.Based on this, this paper analyzes the current situation and problems of the reform of administrative examination and approval system in Hainan Province after the 18th National Congress of the National Congress of Hainan Province, probes into the causes of the problems, and finally puts forward the corresponding measures and suggestions to improve the reform of the administrative examination and approval system in Hainan Province.The author hopes to provide some ideas and suggestions for deepening the reform of administrative examination and approval system in Hainan Province through the study of this paper.The first chapter of this paper includes the research background, research significance, existing research results, research methods and innovations, etc. The second chapter is the theoretical and conceptual part, which introduces the connotation of administrative examination and approval.Function and relevant theories of administrative examination and approval reform.These theories include the administrative license theory, the public choice theory, the new public management theory, the entrepreneur government theory and so on; the third chapter is the present situation of the administrative examination and approval system reform in Hainan province, including the existing policy documents and practice measures and so on.This paper will expound from the aspects of canceling the number of examination and approval items, decentralization of power, optimization of process, promotion of service level, etc. The fourth chapter is about the achievements of the reform of administrative examination and approval system in Hainan Province, the problems faced and the cause of formation.The fifth chapter brings enlightenment to the advanced experience at home and abroad.By summarizing the experiences and innovations in the reform of the administrative examination and approval system in the United States, Australia, Britain, Canada and Sichuan, Anhui, Shandong, Guangdong and other provinces, the author draws some lessons from the experience;The sixth chapter is to improve the effect of Hainan administrative examination and approval system reform measures, including: actively introducing Internet technology, promoting the online approval model; enhancing the interaction between departments, strengthening the reform performance appraisal; pay attention to the reform of supervision after the reform.Strengthen the decentralization of the core examination and approval power; use the province's service advantages and actively introduce third-party examination and approval service agencies; Chapter 7 is the conclusion.
