政府购买社会组织服务中的行动主体和利益诉求

【摘要】：我国政府购买社会组织服务是在借鉴国外经验的基础上发展壮大起来的。经过二十多年的试点探索,这一制度目前已在全国范围内广泛展开,成为各地建设服务型政府的重要举措。政府购买社会组织服务是政府与社会组织、公众和社区共同合作努力的结果,这四方既是购买服务的主体,也是良好的"合作伙伴",同时也是利益相关者和利益博弈者。在合作与博弈过程中四方主体既实现了自己的目标和价值,也推动了政府购买公共服务工作的向前发展,但同时也产生了购买和服务风险。风险的防范和化解要通过规范四方主体的不当行为来实现。
[Abstract]:Our government's purchase of social organization services is based on the experience of foreign countries.After more than 20 years of pilot exploration, this system has been widely carried out all over the country, and has become an important measure for the construction of service-oriented government.The government's purchase of social organization services is the result of the joint efforts of the government and social organizations, the public and the community. This Quartet is not only the main body of purchasing services, but also a good "partner", but also a stakeholder and a stakeholder.In the process of cooperation and game, the four-party subjects not only achieve their own goal and value, but also promote the development of the government's purchase of public services, but at the same time, it also produces the risk of purchase and service.The prevention and solution of risk should be realized by standardizing the misconduct of the four parties.
