试论全面深化改革形势下加强我国乡镇政府公信力建设

【摘要】：乡镇政府公信力是在农村社会领域内乡镇政府与民众之间信任与合作行为的一种关系性概念,是指在农村社会事务治理场域中,乡镇政府基于自身属性和行政行为以获取民众认可、接受和支持的一种能力,是乡镇政府价值取向、行政运作是否符合公众预期与意愿以及民众对于政府行政是否认可、归属和满意状态的一种结构化关系模式。作为一种制度化的社会信任资源,是衡量政府治理能力现代化和行政科学化的重要指标,是构建农村社会治理体系的核心基础,是社会信用体系建设的关键环节,是积极推进新型城镇化和实现农村社会现代化发展的必由之路。乡镇政府公信力建设被提到一个新的战略高度。乡镇政府公信力建设研究成为当前我国政府再造工程一项长久而又持续性的研究课题。但是,当前我国乡镇政府公信力不断下降,政府信任资源流失,基于“距离悖论”基础上的“信任倒置”现象在农村社会尤为凸显,乡镇政府权威及其形象严重受损,乡镇政府公信力遭遇危机。建构新型的政府-公众信任关系模式,提高乡镇政府公信力,迫在眉睫。文章通过对当前我国乡镇政府公信力建设存在的困境和挑战以及导致公信力流失的影响因素进行深入的分析,指出,在全面深化改革的新形势下,乡镇政府公信力建设应该从以下几个方面着手:一是,树立正确的价值观,提高乡镇政府信用文化软实力;二是,加强乡镇政府能力建设,提高政府行为信用水平;三是,优化乡镇政府公共政策过程,提高政策公信力;四是,推进乡镇政府信息公开,提高政府资信公信力水平;五是,完善乡镇政府公信力制度体系,提高乡镇政府公信力。另外,文章还认为,在既有信任资源保护的基础上,需不断开辟新的信任资源,以提高乡镇政府公信力水平。
[Abstract]:The credibility of township government is a kind of relational concept of trust and cooperative behavior between township government and people in the field of rural society, which refers to the field of governance of rural social affairs.The ability of township government to obtain public recognition, acceptance and support based on its own attributes and administrative behavior is the value orientation of township government, whether the administrative operation accords with the public expectation and will, and whether the public approves the government administration.A structured relational model of attribution and satisfaction.As an institutionalized social trust resource, it is an important index to measure the modernization of the government's governance ability and the scientific administration, is the core foundation of constructing the rural social governance system, and is the key link of the construction of the social credit system.It is the only way to promote new urbanization and realize the modernization of rural society.The construction of township government credibility has been raised to a new strategic height.The study on the construction of township government credibility has become a long and sustainable research topic of the government reengineering project in our country.However, at present, the credibility of the township government in our country is declining, the government trust resources are losing, the phenomenon of "trust inversion" based on the "distance paradox" is particularly prominent in the rural society, and the authority and image of the township government are seriously damaged.Township government credibility encountered a crisis.It is urgent to construct a new model of government-public trust relationship and improve the credibility of township government.Based on the deep analysis of the difficulties and challenges existing in the construction of the public trust of the township government in our country and the influencing factors leading to the loss of the credibility, the article points out that under the new situation of deepening the reform in an all-round way,The construction of township government's credibility should be carried out from the following aspects: first, to establish correct values and enhance the soft power of township government's credit culture; second, to strengthen the building of township government's capacity to improve the level of government's credit, and third, to improve the level of government's credit.Optimize the public policy process of township government, improve the credibility of policy; fourth, promote the public information of township government, improve the level of credibility of government credit; fifth, improve the credibility system of township government, improve the credibility of township government.In addition, on the basis of the protection of existing trust resources, new trust resources should be opened up to improve the credibility of township governments.
