公务员廉政宣传教育效果研究

【摘要】：从古至今,腐败这一痼疾就是每个国家都要面临的。自进入21世纪以来,腐败问题已经成为了阻碍社会发展的一大毒瘤,不但导致国家面临重大经济损失,同时还削弱了政府的公信力与合法性,甚至会威胁到中国共产党的执政地位。我国一直以来十分重视预防和惩治腐败,尤其是党的十八大以来,惩治腐败的力度不断加大,为从根本上预防腐败赢得了时间。然而,宣传教育作为反腐倡廉的一项根本性措施,并没有发挥其应有的作用,实现广大公务员“不想腐”的目的任重而道远。目前对宣传教育的研究主要集中在实践领域,很少有在行政伦理学框架内研究分析我国目前宣传教育存在的问题及原因。当前,人们的价值观呈现多元化的趋势,受“拜金主义”“利己主义”等思想侵蚀,我国公务员面临着严重的伦理困境,服务意识缺失,贪污受贿频发。行政伦理强调将外在规范和内在约束相结合来防治腐败。外在规范,就是通过制度的建立、法律的健全来约束权力主体;内在约束,就是采取宣传教育方式强化公务员内心思想道德水平,使其能够有效抵御外部各种不良诱惑,进一步筑牢拒腐防变的思想道德防线。作为一种外在制约方式的他律,只有内化为公务员的自律,才能做到根本上防治腐败。因此,我们应以行政伦理为支撑点,学习借鉴清廉指数较高国家和地区的成功经验,从重视伦理教育、创新方式方法,注重廉政宣传教育效果,加强行政伦理建设和统筹协调,完善宣传教育考评机制等方面,提升新形势下公务员廉政宣传教育成效。
[Abstract]:Since ancient times, corruption is a chronic disease that every country has to face.Since entering the 21st century, the problem of corruption has become a major cancer that hinders the development of society, which not only causes the country to face great economic losses, but also weakens the credibility and legitimacy of the government.It could even threaten the ruling position of the Communist Party of China.Our country has always attached great importance to the prevention and punishment of corruption, especially since the 18th National Congress of the Party, the punishment of corruption has been strengthened, which has bought time for the fundamental prevention of corruption.However, propaganda and education, as a fundamental measure to combat corruption and promote integrity, has not played its due role and has a long way to go to achieve the goal of "not wanting to corrupt".At present, the research on propaganda and education is mainly focused on the practical field, and few researches and analyses the problems and causes of propaganda and education in our country within the framework of administrative ethics.At present, people's values are diversified and eroded by "money worship" and "egoism". Our civil servants are faced with serious ethical dilemma, lack of service consciousness and frequent corruption and bribery.Administrative ethics emphasizes the combination of external norms and internal constraints to prevent corruption.The external norm is to restrain the power subject through the establishment of the system and the perfection of the law, and the internal restriction is to strengthen the inner ideological and moral level of the civil servant by means of propaganda and education, so that it can effectively resist all kinds of bad external temptations.Further build a strong ideological and moral defense against corruption and change.As a way of external restriction, only by internalizing the self-discipline of civil servants can we fundamentally prevent and control corruption.Therefore, we should take the administrative ethics as the supporting point, learn from the successful experiences of the countries and regions with a higher clean government index, attach importance to ethical education, innovate ways and methods, pay attention to the effect of propaganda and education of clean government, strengthen the construction of administrative ethics and coordinate as a whole.Improve the publicity and education evaluation mechanism, improve the effectiveness of civil servants clean government propaganda and education under the new situation.
