精准扶贫与民间组织转型:基于政治-过程的二维分析

【摘要】：从长时段的历史视角来看,人类与贫困作斗争的历史就是民间组织不断发展的历史。已有民间组织参与贫困治理研究成果大多是在西方语境下取得,中国独特的减贫道路是西方理论难以完全解释的。本文将"过程"这一维度带回分析的中心,采用"政治-过程"分析框架,分析贫困治理的不同阶段民间组织发展形态。论文认为反贫困实践的阶段性特征与民间组织的阶段性特征紧密联系,从救济式扶贫到开发式扶贫再到共享式扶贫,与此相应,民间组织从"野蛮生长"转型为规范治理;从物质层面的关注、救济转型为能力层面的赋权、发展;从政府依赖转型为合作互补,以此适应反贫困新时期精准扶贫的要求。
[Abstract]:From the perspective of long-term history, the history of human struggle against poverty is the history of the continuous development of civil organizations.Most of the achievements of the research on the participation of non-governmental organizations in poverty management have been obtained in the western context, and China's unique road to poverty reduction is difficult to be fully explained by western theories.This paper brings the dimension of "process" back to the center of analysis, and uses the framework of "political-process" analysis to analyze the development patterns of civil society organizations in different stages of poverty management.The paper holds that the phased characteristics of anti-poverty practice are closely related to the stage characteristics of civil organizations, from relief poverty alleviation to development-oriented poverty alleviation to shared poverty alleviation. Accordingly, non-governmental organizations have changed from "savage growth" to standard governance.From the material level of concern, relief transition to capacity level empowerment, development; from the government dependence on the transition to cooperation complementary, so as to meet the anti-poverty requirements of the new era of precision poverty alleviation.
