多元互动：政府购买社工服务的机制与逻辑—对武汉X区政府购买社工服务的实践分析

【摘要】：近年来,伴随着我国社会经济的快速发展和急剧转型,一些社会问题和矛盾也凸显出来。如何解决社会问题、化解社会矛盾是我国构建社会主义和谐社会进程中必须要面对的现实。近些年,我国大力推进政府购买社工服务,为化解社会矛盾、满足人们需求开辟了新的途径,也促进了政府自身职能的转变。不仅如此,政府购买社工服务,通过引入市场竞争机制也吸引更多的专业人才投身社会服务和社会工作之中,社会组织也因获得资金支持得到发展,为社会工作及社会组织的发展注入了活力。政府购买社工服务是政府购买公共服务的一种类型。现今,我国存在两种社会工作方式：一种是传统行政性、非专业的社会工作；一种是现代多样化、专业化社会工作。政府购买社工服务不仅是政府公共服务和社会服务方式的转变,也涉及公共服务和社会服务过程中多重主体的责任、权力、利益和行为方式的调整。在政府购买社工服务过程中,不同参与主体承担了什么功能?扮演了什么角色?如何竞争、合作、互动和调适?这在相当程度上体现了政府购买社工服务的模式和逻辑,也直接影响政府公共服务和社工服务的绩效。在众多关于政府购买社会工作服务项目模式的研究中,很少有从项目社工的角度来看待、分析具体项目运行中复杂、多样的互动关系。项目社工作为项目计划的执行者,在具体操作中与项目相关的各个主体之间均存在互动关系,有着直接的实践体验。我们注意到,当前社工项目具体运作的实践中所遇到的困难,不仅是政府购买社工服务模式存在不足的显现,也是社会工作专业自身专业性建构问题及社会工作本土化进程困境的投射。本篇论文旨在从项目社工主体的角度,分析政府购买社工服务项目过程中多元主体的互动,并解释政府购买社工服务的机制和逻辑。论文框架可概括为三个部分具体分为分五章。第一部分主要是政府购买服务的文献。在第一章绪论部分主要是对政府购买公共服务、政府购买社工服务进行文献综述、相关概念界定。第二部分包括第二、三、四章节。首先是对武汉市政府购买社工服务的实践回顾,然后以武汉市某区政府购买社会工作项目为个案,以社工的在项目运作中与多元主体互动实践来分析影响服务项目进行的影响因素,并对此提出相对应的改进意见；最后一部分也即为第五章是对全文的总结,并提出政府购买公共服务未来应朝着“多元竞争、合作共赢”方向发展。
[Abstract]:In recent years, with the rapid development and rapid transformation of China's social economy, some social problems and contradictions are also highlighted.How to solve social problems and resolve social contradictions is a reality that must be faced in the process of constructing socialist harmonious society in China.In recent years, China has vigorously promoted the purchase of social work services by the government, which has opened up a new way to resolve social contradictions and meet the needs of people, and has also promoted the transformation of the functions of the government itself.Moreover, by introducing market competition mechanisms, the government will also attract more professionals to participate in social services and social work, and social organizations will also be developed because they have received financial support.For the development of social work and social organizations injected vitality.Government purchase of social work services is a type of government purchase of public services.Nowadays, there are two ways of social work in our country: one is traditional administrative, non-professional social work, the other is modern diversified and specialized social work.The purchase of social work service by government is not only the change of government public service and social service mode, but also involves the adjustment of responsibility, power, benefit and behavior mode of multiple subjects in the process of public service and social service.What are the functions of different participants in the process of government purchasing social work services?What part did he play?How to compete, cooperate, interact and adapt?To a certain extent, this reflects the mode and logic of the government to purchase social work services, and also directly affects the performance of government public services and social work services.In many researches on the mode of government purchasing social work service, there are few from the point of view of project social workers to analyze the complex and diverse interaction in the operation of specific projects.As the executor of the project plan, the social worker of the project has the direct practical experience because of the interactive relationship between the various subjects concerned with the project in the concrete operation.We note that the difficulties encountered in the actual operation of social work projects at present are not only due to the deficiencies in the mode of government purchase of social work services.It is also the projection of the problem of professional construction of social work specialty and the dilemma of localization process of social work.The purpose of this paper is to analyze the interaction of multiple subjects in the process of government purchase of social work services from the perspective of the subject of project social work, and to explain the mechanism and logic of the purchase of social work services by the government.The framework of the paper can be summarized into three parts, which are divided into five chapters.The first part mainly is the government purchase service literature.In the first chapter, the introduction is mainly about the government purchase of public services, the government purchase of social work services literature review, the definition of relevant concepts.The second part includes the second, third and fourth chapters.First of all, it reviews the practice of Wuhan Municipal Government in purchasing social work services, and then takes the purchase of social work projects by a district government in Wuhan City as a case study.Based on the social worker's interactive practice with multiple subjects in the operation of the project, this paper analyzes the influencing factors of the service project, and puts forward corresponding suggestions for improvement. The last part is the fifth chapter, which is the summary of the full text.The paper also points out that the future of government purchasing public services should be toward the direction of pluralistic competition and win-win cooperation.
