基于福克斯和米勒话语理论的后现代公共行政理论价值的研究

【摘要】：在西方社会对现代主义弊端的讨伐声中,后现代主义悄然而生。应运这一趋势而生的后现代公共行政学大肆批判和颠覆着现代主义的追求。可是基于公共行政学其自身的理论起源、发展现状以及学科性质,后现代公共行政的发展遇到了较大的困境——自身理解的模糊不清、巨大的争议以及学科内分歧导致了学者们对于后现代公共行政理论问题的敬而远之,围绕后现代公共行政存在的合理合法性问题的讨论至今仍未得到一致结论,甚至仍有许多学者并不认可这一理论的存在和意义。对于这一新兴流派所遭遇到的挑衅和困境,以福克斯与米勒提出的后现代公共行政话语理论为典型的后现代公共行政理论,给出了自己的答案。实际上,以话语理论为首的后现代公共行政理论并不在其以“是什么”为基础存在的合法性问题上纠缠不清,其实际上更加关注解决“怎么办”和“该往何处去?”这一类引导公共行政发展的重要问题。话语理论的价值,从在学科发展的社会背景来看,首先,话语理论能够充分解决后现代状况下公共行政学科产生的问题;其次,其巧妙的避开了后现代主义极端的误区。不仅如此,从理论内容来看,后现代公共行政话语理论基于其自身十分完善的逻辑体系,利用现象学、构成主语和结构主义等理论基础进行分析,解构现有官僚制基础上所提出的“公共能量场”以及“话语正当性”的概念,能够在结合后现代主义以及现实情况之下,以新的思路和叙述方式启发公共行政学科的整体发展。除了话语理论,从更宏观角度来看,后现代公共行政理论代表学者还包括法默尔、麦克斯怀特等等公共行政学家,他们所提出的理论本身特有的“反行政”、“反主体、”“重视话语权”、“重视结果”、“对于少数的关注”等特性,实际上是站在新的视角对公共行政内部一些固有和应有价值的重新叙述和考量。总的来说,后现代公共行政理论是基于现代公共行政发展困境以及不足产生的,能够为现代公共行政发展的困境提供解决之道,而后现代公共行政其本身遇到的困境也可以从以话语理论为代表的后现代公共行政理论成果中得以解决。以话语理论为首的后现代公共行政理论,不但以其独特的叙述方式和理论特征,可以为公共行政开辟新的视角,启发新的理论成果,并且,可以为中国公共行政理论发展和现实改革提供新的思路和视角。
[Abstract]:In the western society to the modernism malpractice, post-modernism quietly emerged.The post-modern public administration, born of this trend, criticizes and subverts the pursuit of modernism.But it is based on the origin of the theory of public administration itself, the present situation of development and the nature of the subject. The development of post-modern public administration has encountered a great dilemma-the ambiguity of its own understanding.The huge controversy and the differences in the subject cause scholars to keep away from the theory of post-modern public administration, and the discussion on the legitimacy of post-modern public administration has not yet reached a unanimous conclusion.Even many scholars do not agree with the existence and significance of this theory.For the provocation and dilemma encountered by this new school, the author gives his own answer to the postmodern public administration theory, which is typical of the post-modern public administration discourse theory put forward by Fox and Hans Muller.In fact, the post-modern public administration theory, led by discourse theory, is not entangled in the legitimacy of its existence on the basis of "what", and in fact it pays more attention to the solution of "how" and "where to go?"This kind of important problem that guides the development of public administration.The value of discourse theory from the social background of discipline development, first, discourse theory can fully solve the post-modern situation of public administration problems; secondly, it cleverly avoids the extreme misunderstandings of post-modernism.Moreover, from the theoretical content, the post-modern public administration discourse theory is based on its own perfect logic system, using phenomenology to form the theoretical basis of subject and structuralism.The concepts of "public energy field" and "discourse legitimacy" put forward on the basis of deconstructing the existing bureaucracy can enlighten the overall development of public administration with new ideas and narration under the combination of postmodernism and reality.In addition to discourse theory, from a broader perspective, postmodern public administration theory represents scholars including Farmer, Max White and other public administrators. Their theory itself is "anti-administrative" and "anti-subject".The characteristics of "pay attention to the right to speak", "attach importance to results" and "concern for a few" are in fact a restatement and consideration of some inherent and desirable values in public administration from a new angle of view.Generally speaking, postmodern public administration theory is based on the predicament and deficiency of modern public administration development, which can provide a solution to the predicament of modern public administration development.The predicament of post-modern public administration itself can also be solved from the theoretical achievements of post-modern public administration represented by discourse theory.The post-modern public administration theory, led by discourse theory, not only has its unique narrative style and theoretical characteristics, but also can open up a new perspective and enlighten new theoretical achievements for public administration.It can provide new ideas and perspectives for the development of Chinese public administration theory and practical reform.
