西方公共行政现代性的反思与建构

【摘要】：西方公共行政现代性是站在哲学现代性的高度上引申出来的,它以“理性”为核心,以崇尚科学技术思想为主导,以现代性的主流意识形态为根基,以主体性与自我意识、理性化与工具理性化、科学化及非人格化为思想基础,体现在公共行政领域内的一系列内在逻辑的展开,包括公共行政的去政治化、科学化、效率化、专业化、非人格化、公共行政体系的科层化、原理的普适化、研究方法的实证化,并反映了公共行政现代性具有工具理性的特征。公共行政现代性在促进生产力和生产效率提高的同时,也产生了我们不得不对其进行全面反思的问题,由对公共行政现代性赖以存在的思想基础的反思入手,从研究方法、运行模式以及组织目标等方面进行了客观全面的反思审视,得出公共行政现代性最大的弊端是价值理性的缺失,以多元主义思想为基础来呼唤价值理性回归即“价值——工具”理性融合,是我们对公共行政现代性进行建构的重要的手段,是完成“现代性设计”的最有效的措施,由此改变传统的官僚制模式从而转向民主行政模式,使公共行政真正具有前瞻性、公共性、责任性和德性。
[Abstract]:The modernity of western public administration is derived from the height of philosophical modernity. It takes "reason" as the core, advocates the thought of science and technology as the leading factor, takes the mainstream ideology of modernity as the foundation, and takes the subjectivity and self-consciousness as the basis.Rationalization and tool rationalization, scientific and depersonalization as the ideological basis, embodied in a series of internal logic in the field of public administration, including the depoliticization, scientization, efficiency, specialization and depersonalization of public administration.The system of public administration is stratified, the principle is universal and the research method is positivistic. It also reflects the characteristic that the modernity of public administration has the tool rationality.The modernity of public administration not only promotes the improvement of productivity and production efficiency, but also causes the problem that we have to reflect on it comprehensively. Starting with the reflection of the ideological foundation on which the modernity of public administration depends, we begin with the research methods.The operation mode and the organization goal have carried on the objective and comprehensive introspection examination, the conclusion is that the biggest drawback of the modernity of public administration is the lack of the value rationality.On the basis of pluralism, it calls for the rational return of value, that is, the rational fusion of value and tool, which is an important means to construct the modernity of public administration and the most effective measure to complete the design of modernity.Thus changing the traditional bureaucratic mode to democratic administrative mode, so that public administration is forward-looking, public, responsible and moral.
