新媒体视角下拉萨市政府公信力建设研究

【摘要】:当前,中国社会已经全面进入深化改革的关键时期。随着改革的逐步深入,社会中的各种深层次矛盾和问题慢慢浮现。在经济持续快速发展的背景下,各种社会利益主体不断分化重构,利益诉求多元化甚至彼此互相矛盾。新老矛盾彼此影响互为因果,各种利益关系纷繁复杂,呈现一种胶着的状态。社会管理难度不断加大,政府提供公共产品和公共服务的能力与社会大众的需求之间还有很大差距,使民众对政府的满意度下降,进而导致对政府的信任感降低。面对严峻的社会形势,党的十八大审时度势提出要创新行政管理方式,提高政府公信力和执行力。政府公信力是一个政府合法性和权威性的基础,为了推进改革事业的不断深化,为了带领全国各族人民建设有中国特色的社会主义,为了实现伟大的“中国梦”,需要强而有力的执政党和政府。党和政府的权威和力量正是来自于人民的信任。党发展的历史告诉我们,获得民众的信任我们将无往而不胜,失去民众的信任我们将一事无成。在新的历史条件下,处理好政府公信力和改革发展的关系,才能够更好地促进经济和社会的全面发展。地方政府是中央政府和社会大众之间的纽带和桥梁。落实中央政府的各项政策和带动地区经济社会的全面发展是地方政府的基本职责。在具体的施政过程中,大量的矛盾和纠纷积累在地方政府,地方政府公信力的高低直接影响地方政府履行自身职责的能力。作为西藏自治区的首府,拉萨市政府的公信力建设对于全区的政府公信力建设能够起到良好的引领作用,进而提升全区各级政府的执政能力。这对于践行习近平总书记的“治国必治边,治边先稳藏”的治藏方针和推进西藏跨越式发展和长治久安都有重要的理论意义和现实意义。本文从政府公信力的概念入手,在政府公信力的三个重要构成因素中选择传播媒体作为切入点。新媒体是当前舆论宣传领域中的重要力量,起着沟通政府和民众的重要作用。由于新媒体是新兴事物,所以过去对政府公信力的研究很少关注到新媒体的作用。本文从新媒体这个较为新颖的视角来探讨拉萨市政府公信力建设的路径选择,试图在已有理论基础之上厘清新媒体与地方政府公信力建设之间的关系,从而指导新媒体时代下拉萨市政府公信力建设的实践。根据目前拉萨市公信力建设状况,政府在社会管理理念、新媒体政务平台建设、新媒体内容建设和新媒体政务平台运营管理方面还存在很多问题,与国内先进省份相比还存在较大差距。拉萨市政府可以借助新媒体政务平台,充分发挥新媒体的正能量,通过政府、公众和新媒体的合力,进一步提升拉萨市政府公信力,为建设和谐拉萨、幸福拉萨创造良好的外部条件。
[Abstract]:At present, Chinese society has entered the key period of deepening reform.With the gradual deepening of the reform, various deep-level contradictions and problems emerge slowly.Under the background of sustained and rapid economic development, various social interest subjects are constantly divided and reconstructed, and their interests are diversified and even contradictory to each other.New and old conflicts affect each other and cause each other.The difficulty of social management is increasing, and there is still a big gap between the ability of the government to provide public goods and public services and the needs of the public, which makes the people's satisfaction with the government decline and leads to a lower trust in the government.In the face of the severe social situation, the 18th National Congress of the Communist Party of China proposed to innovate the way of administration and improve the credibility and execution of the government.The credibility of the government is the basis of the legitimacy and authority of a government. In order to promote the continuous deepening of the cause of reform, to lead the people of all ethnic groups throughout the country to build socialism with Chinese characteristics, and to realize the great "Chinese Dream,"There is a need for a strong and powerful ruling party and government.The authority and strength of the Party and the government come from the trust of the people.The history of the Party's development tells us that we will achieve nothing without the trust of the people.Under the new historical conditions, only by dealing with the relationship between the credibility of the government and the reform and development can we better promote the overall development of the economy and society.The local government is the link and bridge between the central government and the public.It is the basic duty of the local government to carry out the policies of the central government and to promote the overall development of regional economy and society.In the process of concrete administration, a large number of contradictions and disputes accumulate in the local government. The credibility of the local government directly affects the ability of the local government to fulfill its responsibilities.As the capital of the Tibet Autonomous region, the construction of the credibility of the Lhasa Municipal Government can play a good leading role in the construction of the regional government's credibility, and then enhance the governance ability of the regional governments at all levels.This is of great theoretical and practical significance to the practice of General Secretary Xi Jinping's policy of "governing the country and stabilizing Tibet first" and to promoting Tibet's great-leap-forward development and long-term stability.This paper starts with the concept of government credibility and chooses the media as the starting point among the three important elements of government credibility.New media is an important force in the field of public opinion propaganda, and plays an important role in communication between the government and the public.As new media is a new thing, little attention has been paid to the role of new media in the research of government credibility in the past.This paper discusses the path choice of Lhasa Municipal Government's credibility construction from the perspective of new media, and tries to clarify the relationship between new media and local government's credibility construction on the basis of existing theories.In order to guide the new media era under the Lhasa government credibility construction practice.According to the current situation of public trust construction in Lhasa, the government still has many problems in terms of social management concept, construction of new media government affairs platform, construction of new media content and operation and management of new media government platform.Compared with the domestic advanced provinces, there is still a big gap.The Lhasa municipal government can make full use of the positive energy of the new media with the help of the new media government platform. Through the joint efforts of the government, the public and the new media, the Lhasa Municipal Government can further enhance the credibility of the Lhasa Municipal Government and build a harmonious Lhas@@Happy Lhasa creates good external conditions.
