【摘要】：城管职业道德是城管人员在具体的执法过程中所形成的职业道德意识、职业道德规范以及职业道德行为的总和。城管作为一特殊的职业群体,其职业道德核心是“权利道德”与“行为道德”。加强城管人员职业道德建设既符合广大人民群众的根本利益,又与建设社会主义和谐社会相一致。当前,城管人员职业道德问题越来越受到社会的广泛关注,职业道德建设的不足导致了城管人员职业道德行为的失范,引发了一系列社会不满情绪。本文在调查研究的基础上深入剖析城管人员职业道德建设存在的问题及问题产生的原因,提出了加强和改善城管人员职业道德建设的基本对策。旨在为营造社会主义核心价值观导向下的城管职业道德建设新常态,提供学理支撑和实践参考。全文除了导论和结语外,共分为三个部分。第一部分,城管人员职业道德建设概述。重点阐述城管人员职业道德的定义、内容、特点,并对城管职业道德建设的概念进行了界定;论述了城管职业道德建设的重要性。第二部分,城管职业道德建设现状调查分析。在对国内三个有代表性的城市的城管职业道德建设现状做实地调查的基础上,分析了取得的成绩和存在的突出问题,并深入剖析了产生问题的原因。第三部分,加强和改进城管职业道德建设的基本对策。一是确立城管职业道德建设新原则;二是完善城管职业道德教育体制机制;三是创新城管职业道德教育内容方法;四是优化城管职业道德建设环境。本文创新之处:一是选题新;二是思路新;三是观点新。
[Abstract]:Urban management professional ethics is the sum of professional ethics consciousness, professional ethics and professional ethics behavior of urban management personnel in the process of specific law enforcement.As a special professional group, the core of chengguan's professional ethics is "right morality" and "behavior morality".Strengthening the professional ethics construction of urban management personnel is not only in line with the fundamental interests of the broad masses, but also consistent with the construction of a harmonious socialist society.At present, the professional ethics of urban management personnel has been paid more and more attention by the society. The lack of professional ethics construction has led to the loss of professional ethics behavior of urban management personnel and caused a series of social discontent.On the basis of investigation and research, this paper deeply analyzes the problems existing in the construction of the professional ethics of urban management personnel and the causes of the problems, and puts forward the basic countermeasures to strengthen and improve the construction of the professional ethics of urban management personnel.The aim is to provide theoretical support and practical reference for the construction of a new normal in the construction of urban management professional ethics under the guidance of socialist core values.In addition to the introduction and conclusion, the full text is divided into three parts.The first part is an overview of professional ethics construction of urban management personnel.This paper focuses on the definition, content and characteristics of the professional ethics of the urban management personnel, and defines the concept of the construction of the professional ethics of the urban management, and discusses the importance of the construction of the professional ethics of the urban management.The second part is the investigation and analysis of the status quo of the construction of urban management professional ethics.On the basis of field investigation on the status quo of urban management professional ethics construction in three representative cities in China, this paper analyzes the achievements and outstanding problems, and deeply analyzes the causes of the problems.The third part, strengthen and improve the basic countermeasures of urban management professional ethics construction.One is to establish the new principles of urban management professional ethics construction, the other is to perfect the system mechanism of urban management professional ethics education; third, to innovate the content methods of urban management professional ethics education; fourth, to optimize the environment of urban management professional ethics construction.The innovations of this paper are: first, new topics; second, new ideas; third, new viewpoints.
