公民参与过程中政府回应机制研究

【摘要】：公民参与和政府回应是民主政治的一个问题的两个方面，也是当前我国国家治理体系与治理能力现代化建设中的核心议题。及时、主动、有效的政府回应是实现实质性公民参与的必备要件和重要考量标准，而政府回应机制的短缺则构成当前提升我国公民参与水平的主要限制性条件，是影响政府公信力和社会和谐与稳定的制约因素。研究公民参与过程中政府回应机制对于治理理论在我国的应用与发展，对实现我国政府职能模式由管制型向治理型的转变，以及对当前我国地方政府创新经验的总结与扩散具有重要意义。有鉴于此，笔者选取公民参与过程中的政府回应机制为研究对象，旨在从政府回应机制建设的角度为我国公民参与有效性的提高提供新的路径选择，并进而为我国国家治理水平的提升提供新的思路。从分析框架上看，本文是将公民参与过程中所蕴涵的公民诉求与政府反馈内容归结为“信息”，，进而从信息管理的角度出发，对政府回应机制所应包含的环节及各环节的具体建设进行探析。以此为思路，笔者依据政治系统论构建得出了一个系统的动态信息管理模型，分信息输入、信息处理、信息输出和信息反馈四个环节对公民参与过程中的政府回应机制的构成进行解析，并选取辽宁省民心网与吉林省安图县“群众诉求服务中心”两个典型案例，对公民参与过程中政府回应机制建设的实践进行分析。在此基础上，总结得出了我国公民参与过程中政府回应机制建设的现实问题，并相应地从科学的诉求接收机制、高效的问题办理机制、现代化的结果答复机制以及务实的评估反馈机制四个层面，对我国公民参与过程中政府回应机制的构建提出了对策与建议。
[Abstract]:Citizen participation and government response are two aspects of democratic politics, and are also the core issues in the modernization of our country's governance system and governance capacity.Timely, active and effective government response is an essential element and an important consideration criterion to realize substantive citizen participation, and the shortage of government response mechanism constitutes the main restrictive condition for raising the level of citizen participation in our country at present.It is the restriction factor that affects the government credibility and social harmony and stability.This paper studies the application and development of government response mechanism to governance theory in China in the process of citizen participation, and the transformation of government function model from regulatory to governance-oriented.And the summary and diffusion of local government innovation experience is of great significance.In view of this, the author chooses the government response mechanism in the process of citizen participation as the research object, aiming at providing a new path choice for improving the effectiveness of citizen participation in China from the angle of government response mechanism construction.And then for China's national governance level to provide a new way of thinking.From the perspective of the analysis framework, this paper sums up the citizen's demands and government feedback in the process of citizen participation as "information", and then proceeds from the angle of information management.This paper probes into the links included in the government response mechanism and the concrete construction of each link.Based on this idea, the author constructs a dynamic information management model based on the political system theory, which is divided into information input and information processing.The four links of information output and information feedback analyze the constitution of the government response mechanism in the process of citizen participation, and select two typical cases of Liaoning Province Minxin Network and the Antu County of Jilin Province "mass appeal service center".This paper analyzes the practice of government response mechanism construction in the process of citizen participation.On this basis, the paper summarizes the practical problems in the construction of government response mechanism in the process of citizen participation in our country, and correspondingly, from the scientific appeal receiving mechanism, the efficient problem handling mechanism,This paper puts forward countermeasures and suggestions on the construction of government response mechanism in the process of citizen participation in our country from four aspects of modernized result response mechanism and pragmatic evaluation feedback mechanism.
