政府道德管理：实现国家治理能力现代化的重要路径

【摘要】：政府道德管理的目标是提升行政部门的道德能力，促进社会公平正义，实现有效的政府治理。随着中国改革开放的不断深入，社会公平正义问题成为人们关心的重要问题。公共服务的分配不均是人们不公平感的重要来源之一。而公共服务的分配不均的一个重要的原因在于行政机构长期以来所坚的政治行政二分法，在政治行政二分法之下立法者负责决策，行政机构负责执行。效率与经济是行政机构所追求的主要价值。而长久以来人们认为只有立法者对社会公平承担着直接的责任，行政机构只承担着间接的责任。由此行政机构很容易就忽视对社会公平所承担的责任。本文将证成行政人员对社会公平所承担的直接责任。同时由于行政人员长期面临着职业主义的挑战。在职业主义驱使下追求经济和效率的公共行政会给社会带来巨大的伤害。所以转变政府的管理方式，，加强政府道德管理十分必要。而政府道德管理的主要目标是提升政府的道德能力。经验数据证明政府的道德管理能够有效的提升政府的道德能力。最后我们将探索政府道德管理的具体路径。促进社会公平正义是国家治理现代化的重要目标，政府道德管理能够提升行政部门促进社会公平正义的能力，因而加强政府道德管理是促进国家治理现代化的重要路径。
[Abstract]:The goal of government moral management is to enhance the moral ability of administrative departments, promote social fairness and justice, and realize effective government governance.With the deepening of China's reform and opening up, social equity and justice has become an important issue of concern.The uneven distribution of public services is one of the important sources of people's sense of injustice.An important reason for the uneven distribution of public services lies in the long-established dichotomy of political administration, under which legislators are responsible for decision-making and administrative organs are responsible for implementation.Efficiency and economy are the main value that administrative organization pursues.For a long time, it is believed that only legislators bear direct responsibility for social justice, and administrative organizations only bear indirect responsibilities.As a result, it is easy for the executive to ignore its responsibility for social justice.This paper will prove the direct responsibility of administrative personnel to social justice.At the same time, administrative staff are facing the challenge of professionalism for a long time.The pursuit of economy and efficiency in public administration driven by professionalism will do great harm to society.Therefore, it is necessary to change the government's management mode and strengthen the government's moral management.The main goal of government moral management is to improve the moral ability of the government.Empirical data show that the government's moral management can effectively improve the government's moral capacity.Finally, we will explore the specific path of government moral management.To promote social fairness and justice is an important goal of the modernization of national governance. Government moral management can enhance the ability of administrative departments to promote social fairness and justice, so strengthening government moral management is an important way to promote the modernization of national governance.
