太原市“三社联动”现状及对策研究

【摘要】：“三社联动”是一种以社区为工作平台、社工为队伍抓手、社团为组织载体”的新型社会治理模式。“三社联动”中的行动主体包括:居民以及各种社区内部自治组织和入驻在本社区的社会组织或其他组织共三类。居民是社区治理的核心力量,又是“三社联动”服务的核心对象,也是开展“三社联动”创新型社会治理模式的根本目的。通过对我国现有“三社联动”的学术期刊及论文的研究,以及对“三社联动”试点社区的走访调查,了解到太原市“三社联动”模式目前是以政府为主导型的“三社联动”,主要的活动开展都是围绕政府工作来开展的。随着当今社会的不断前进,许多社会问题在社会发展的道路上凸显出来,正是因为有这些问题的存在,导致了社会矛盾的激增,党中央为了解决这一问题,提出“搭建全新的社会治理模式,全面提高社会治理的专业水平,推进我国社会向着安全、稳定的道路前进,使人们群众安居乐业、社会治安稳定有序”。针对当前对太原市“三社联动”运行现状的调查,了解太原市“三社联动”发展中存在的问题并将其进行梳理,找出问题提出推进和优化建议。根据分析可以看出当下社会迫切需要对社会治理模式进行调整,需要一个合理的、有效的、可持续性的社会治理方式,而“三社联动”正是适合于这一时态下所诞生的产物,“三社联动”符合当下环境,它有效的整合各类社会资源,而形成的良性化的社会治理方式。
