新型城镇化背景下农地流转中政府角色研究

【摘要】：改革开放以来,我国城镇化工作发展迅速,具体表现在城市面积迅速增加,城市人口迅速增长,城市规模迅速扩张。但随着经济水平和社会发展的矛盾日渐明显,城镇化进程在量变积累的过程中同时也增加了很多问题和矛盾。党中央提出并强调在新的经济形势下,我们需要推进以人为本、生态友好、统筹协调的新型城镇化工作。同时人地矛盾也敦促政府更加注重农地流转工作的开展,因此研究新型城镇化背景下政府正确的定位显得尤为重要。本文研究新型城镇化的背景下农地流转中政府所扮演的角色,剖析了现有政府角色定位存在的问题,并结合长沙市各区县新型城镇化下的农地流转工作的开展,按照政府在农地流转工作中的主动性高低,指出政府角色有主导角色、服务角色以及弹性角色三类,分析他们在新型城镇化下农地流转工作中的角色表现,提出随着新型城镇化的推进,农地流转中政府角色定位需要进一步清晰,政府职能要更加明确,就此提出了解决政府角色定位方案。农地流转在加快新型城镇化进程中有着非常重要的作用,同时,随着经济水平的提高,政府职能的转变也迫切要求政府给予自身正确的角色定位。故本文通过阐述并总结新型城镇化下农地流转工作中产生的问题,进一步分析出现阶段的政府在农地流转中的角色缺位,通过角色表现的分析,有针对性地对政府定位提出具体措施和政策。
[Abstract]:Since the reform and opening up, China's urbanization work has developed rapidly, which is manifested in the rapid increase of urban area, the rapid growth of urban population and the rapid expansion of urban scale.However, with the increasing contradiction between economic level and social development, the process of urbanization has increased many problems and contradictions in the process of quantitative change and accumulation.The Party Central Committee puts forward and emphasizes that under the new economic situation, we need to promote a new type of urbanization, which is people-oriented, eco-friendly, coordinated and coordinated.At the same time, the contradiction between people and land also urges the government to pay more attention to the development of agricultural land transfer, so it is particularly important to study the correct positioning of the government under the background of new urbanization.This paper studies the role played by the government in the agricultural land transfer under the background of new urbanization, analyzes the problems existing in the role orientation of the existing government, and combines with the development of the agricultural land transfer under the new urbanization in the districts and counties of Changsha.According to the initiative of the government in the agricultural land transfer, this paper points out that the role of the government has three types: leading role, service role and flexible role, and analyzes their role performance in the agricultural land transfer work under the new urbanization.With the development of new urbanization, the role of government needs to be more clear and the function of government should be more clear in the process of agricultural land transfer. In this paper, a scheme to solve the problem of government role positioning is put forward.Agricultural land transfer plays a very important role in speeding up the process of new urbanization. At the same time, with the improvement of economic level, the transformation of government functions urgently requires the government to give its own correct role positioning.Therefore, this paper expounds and summarizes the problems arising in the agricultural land transfer under the new urbanization, and further analyzes the absence of the role of the government in the agricultural land transfer in the emerging stage, and through the analysis of the role performance.Put forward concrete measures and policies for government orientation.
