农村基本公共服务均等化的现实困境与破解之道

【摘要】：当前,我国农村基本公共服务均等化面临诸多问题,主要表现在:村级组织运转经费仅能维持村组织的基本运转;竞争性转移支付导致转移支付资源向少数富村集中;以县乡政府为责任承担主体的农村公共服务标准化试点超出县乡政府财力。解决上述问题,应采取的措施是:农村基本公共服务均等化的责任承担主体,从县乡政府转移到中央政府,中央政府按照标准化公式转移支付,通过压缩专项转移支付比例获取资金来源,同时完善农村公共服务诉求真实意愿的表达机制。
[Abstract]:At present, the equalization of rural basic public services faces many problems, mainly as follows: the running funds of village organizations can only maintain the basic operation of village organizations, the competitive transfer payment results in the concentration of transfer payment resources to a few rich villages.The pilot project of rural public service standardization with county and township government as the main responsibility exceeds the county and township government financial resources.The measures to be taken to solve the above problems are as follows: the main body responsible for equalization of basic public services in rural areas is transferred from the county and township governments to the central government, and the central government transfers payments in accordance with the standardized formula.By reducing the proportion of special transfer payment to obtain the source of funds, at the same time, improve the expression mechanism of the real will of rural public services.
