国家治理情景下地方政府机会主义的特征事实与生成机理

【摘要】：地方政府的行为与逻辑是形塑国家治理基本风格、影响国家治理效度的重要因素,是观照国家治理现代化水平的重要窗口。在地方政府实践经验与理论线条层面,地方政府机会主义事实存在构成研究场景与逻辑起点,成为地方政府行为及其逻辑叙事中不可或缺的组成部分。基于场景回顾,提纯地方政府机会主义特征化事实,从"委托—代理"解释框架与制度主义视角阐释地方政府机会主义生成机理。在廓清地方政府机会主义基本形象的基础上,拓展地方政府特别是基层政府机会主义叙事新空间。
[Abstract]:The behavior and logic of local government are the important factors that shape the basic style of national governance, affect the validity of national governance, and serve as an important window to observe the level of modernization of national governance.At the level of practical experience and theoretical line of local government, the existence of opportunistic facts of local government constitutes the research scene and logical starting point, and becomes an indispensable part of local government behavior and its logical narration.Based on the scene review, this paper clarifies the characteristic facts of local government opportunism, and explains the mechanism of local government opportunism from the perspective of "principal-agent" interpretation framework and institutionalism.On the basis of clarifying the basic image of local government opportunism, the author expands the new narrative space of local government, especially grass-roots government opportunism.
