【摘要】：随着社会结构的层次化,社会价值观的多元化,社会公共服务的领域不断在拓宽,政府承担的责任日益艰巨,遇到的挑战与日俱增。在我国建立国家公共服务体系的时机已经成熟,要求建立一个以政府为核心主体、各种非政府组织和社会公众共同参与的运行管理机制,运用各种手段来配置社会资源,调节社会分配和组织社会保障,为公众提供全面、完善的公共服务和公共产品。妇联组织作为共产党领导下的人民团体,在新局面下势必遇到了一系列问题和挑战,其参与社会公共服务的进展也将受到影响。然而解决之道,唯有改变,妇联组织必须做出积极的回应和调整,争取更多的发展空间和自由,获得更多的资源与关注,才能适应社会的变化发展的需求。论文的主要研究工作概括如下:本文选用新公共服务理论和治理理论的观点,通过文献分析和实地考察,探讨晋江市妇联组织参与社会公共服务问题。本论文的写作主要遵循“提出问题-分析问题-解决问题”的思路来展开。首先,了解妇联组织参与社会公共服务的概念、必要性、优势、定位与作用等,以现阶段晋江市妇联组织参与社会公共服务的实际情况为调研基础。接着,从晋江市妇联组织在职能定位、组织架构、运作机制、队伍建设、经费支持、社会认可度等方面的实际经营情况来研究其存在的问题,并进行原因分析。最后,借鉴江苏省江阴市、广东省顺德区妇联组织的经验,尝试从政府、社会、妇联自身等方面来探讨妇联组织更好的参与社会公共服务的对策,为妇联组织参与社会公共服务的发展提供合理且可行的建议。
[Abstract]:With the stratification of social structure and the diversification of social values, the field of social public service has been widened, the responsibility of government is becoming more and more arduous, and the challenge is increasing day by day. The time has come to set up a national public service system in our country, which requires the establishment of a running management mechanism with the government as the core body, various non-governmental organizations and the public participating together, and the use of various means to allocate social resources. Regulate social distribution and organization of social security, provide comprehensive and perfect public services and public goods for the public. As a people's organization under the leadership of the Communist Party, women's federations are bound to meet a series of problems and challenges in the new situation, and their progress in participating in social and public services will also be affected. However, the solution is that only by changing, women's federations must make positive responses and adjustments, strive for more space and freedom for development, and obtain more resources and attention, in order to adapt to the needs of social change and development. The main research work of this paper is summarized as follows: this paper selects the new public service theory and governance theory, through the literature analysis and field investigation, discusses the Jinjiang women's federation organization participating in the social public service. The writing of this thesis mainly follows the train of thought of "posing problem-analyzing problem-solving problem". First of all, to understand the concept, necessity, advantages, orientation and role of women's federations participating in social public services, based on the actual situation of Jinjiang City women's federations participating in social public services. Then, from the Jinjiang City Women's Federation in the functional positioning, organizational structure, operational mechanism, team building, funding support, social recognition and other aspects of the actual business situation to study its existing problems, and analyze the reasons. Finally, drawing lessons from the experience of women's federations in Jiangyin City, Jiangsu Province and Shunde District, Guangdong Province, this paper tries to explore the countermeasures for better participation of women's federations in social public services from the government, society, women's federations themselves, etc. To provide reasonable and feasible suggestions for women's federations to participate in the development of social public services.
