杭州市社区信访工作研究

【摘要】:信访工作作为解决人民内部矛盾的重要手段,是政府管理过程中重要的一项工作。在全面深化改革开放进程中,随着发展规模的扩大和速度的加快,以及相关机制的不健全,产生了不同利益群体诉求的交融,成为影响和谐稳定的重要因素。如何通过信访工作的优化,化解群众矛盾,营造稳定和谐的发展环境,成为各级信访部门亟需解决的现实问题。社区作为城市的细胞,承担着与居民密切相关的各类公共服务与家长里短事务,成为信访事项的重要发生地。社区管理类信访与社区居民切身利益直接相关,信访绝对数量与占比在各类信访中均排在前列。因此,通过改善社区管理等方式,提高社区工作水平,是减少信访量,化解基层矛盾的重要方向。本文从信访工作的发展历程出发,以文献研究法阐述国内外信访工作研究现状。通过对信访重要受理途径——杭州市市长公开电话在受理过程中社区管理类信访件受理情况的分析研究,通过比较研究法、图表分析法、观察研究法等研究方法,总结了社区管理类信访件在市长公开电话受理总量中受理总量较高、重复上访较多等特点。接着阐述了改进社区管理信访工作的必要性,并对社区管理运行过程中的特点、存在的问题以及原因进行分析阐述。通过SWOT分析,论证了加强和改进社区信访工作的可能性。最后将社区管理工作与信访工作相结合,提出了在社区管理中应该采取加强社区信访力量建设,提高信访处置专业程度;完善社区信访共处机制,提高依法快速解决能力;加强社区自我管理水平,提高信访事项处置能力;推进社区管理减负工作,保障信访工作轻装上阵等对策。以期通过社区管理水平的提升,减少社区信访事项的越级上访,妥善将社会矛盾化解在基层。最后又通过公共管理理论对“通过改善社区管理提升杭州市信访工作水平”这一论点进行理论分析,进一步论证上述观点的正确性、必要性和可行性。从本文的研究来说,目的并不是单纯追求绝对的信访数量下降,而是更好地减少非必要信访事项的发生,从而通过加强社区管理工作,实现杭州市整体信访工作水平的大幅提升。
[Abstract]:As an important means to solve the contradictions among the people, the petition work is an important task in the process of government management. In the process of deepening the reform and opening up in an all-round way, with the expansion of the scale of development and the acceleration of the speed, as well as the unsound related mechanism, different interest groups' demands have been blended, which has become an important factor affecting harmony and stability. How to solve the contradictions among the masses and create a stable and harmonious development environment through the optimization of the letters and visits work has become a practical problem urgently needed to be solved by the petition and visiting departments at all levels. As the cells of the city, the community undertakes all kinds of public services and family affairs closely related to the residents, and becomes an important place for letters and visits. Community management letters and visits are directly related to the immediate interests of community residents, and the absolute number and proportion of letters and visits are in the forefront of all kinds of letters and visits. Therefore, to improve the level of community work through improving community management is an important direction to reduce the number of letters and visits and to resolve the contradictions at the grass-roots level. Based on the development of petition work, this paper expounds the present situation of petition work at home and abroad with the method of literature research. Through the analysis and research on the acceptance of community management letters and visits in the process of receiving public telephone calls from the mayor of Hangzhou, through the comparative research method, the chart analysis method, the observation research method and other research methods, This paper summarizes the characteristics of community management letters and visits in the total amount of the mayor's open telephone acceptance which is higher and repeated. Then it expounds the necessity of improving the work of community management letters and visits, and analyzes the characteristics, existing problems and reasons of the operation of community management. Through SWOT analysis, the possibility of strengthening and improving the work of community petition is demonstrated. Finally, combining the community management work with the petition work, the author puts forward that in the community management, we should strengthen the strength construction of the community petition and visit, improve the professional degree of handling the petition, perfect the mechanism of community petition and visit, and improve the ability of resolving the problem according to law. To strengthen the level of community self-management, to improve the ability of handling letters and visits, to promote the work of reducing the burden of community management, and to ensure the light loading of letters and visits, and so on. In order to improve the level of community management, reduce the community petition, properly resolve the social contradictions at the grass-roots level. Finally, through the theory of public management, this paper makes a theoretical analysis of the argument of "improving the level of letters and visits in Hangzhou by improving the management of the community", and further proves the correctness, necessity and feasibility of the above views. From the point of view of this paper, the purpose is not simply to pursue the absolute decline in the number of letters and visits, but to better reduce the occurrence of non-essential letters and visits, thereby strengthening community management. Hangzhou to achieve the overall level of letters and visits to improve substantially.
