长株潭三市政府门户网站信息公开状况及改进对策

【摘要】：政府信息网上公开的主要途径是政府门户网站,对政府门户网站中《政府信息公开条例》的实施状况进行研究有着重要的良好的外部环境,对长株潭三市政府门户网站的研究有着重要的意义,它们为研究的顺利进行奠定了基础。从文献调研结果中可以看到,目前国内外学者主要从政府信息公开与公共图书馆、档案馆之间的相互关系,各地政府信息网上公开情况及政府信息网上公开的技术问题等方面进行的研究,基于《条例》研究政府门户网站中政府信息公开问题的成果相对较少。文章运用比较研究法,以《政府信息公开条例》为依据,以长株潭政府门户网站的调研数据为基础,从长株潭政府信息公开组织、公开制度、公开范围及公开方式四个方面,分析了长株潭三市在实施《政府信息公开条例》过程中所取得的成绩及存在的问题。最后,针对这些问题,提出了改进的方法及策略,指出长株潭三市可以从设置专门机构、加强组织管理和制定工作计划等方面,健全组织机构;通过提升《条例》的法律阶位、细化制度内容、加强监督保障三个方面,加强制度建设;要切实完善政府信息公开范围,包括增强主动公开内容的协调性、突出与档案馆图书馆合作性、重视应急信息的公开、健全依申请公开版块四个方面;要进一步扩充公开方式,在充分利用现有公开方式的基础上,利用论坛微博微信、扩宽信息公开渠道,还应根据不同的信息类别、选择合适的公开途径;最后还应该重视媒体和公众对政府信息公开工作的监督。
[Abstract]:The main way to make the government information network public is the government portal. It has an important and good external environment to study the implementation of the regulations on the publicity of Government Information in the Government Portal. The research on the three municipal government portals in Changsha-Zhuzhou-Xiangtan is of great significance, which lays a foundation for the smooth progress of the research. From the results of literature research, we can see that at present, scholars at home and abroad are mainly concerned with the relationship between government information disclosure and public libraries and archives. On the basis of "regulations", the research on the publicity of government information network and the technical problems in the government information network are relatively few on the basis of "regulations" in the study of government information disclosure in government portals. Based on the research data of Changsha-Zhuzhou-Xiangtan government portal, this paper applies the comparative research method, from four aspects: the organization, the system, the scope and the mode of the government information disclosure in Changzhou-Zhuzhou-Xiangtan. This paper analyzes the achievements and problems in the implementation of the regulations on the publicity of Government Information in Chang-Zhuzhou and Zhuzhou-Xiangtan. Finally, aiming at these problems, the paper puts forward the improved methods and strategies, and points out that the three cities of Chang-Zhuzhou-Xiangtan can perfect the organization from the aspects of setting up specialized agencies, strengthening organization management and making work plans, and by upgrading the legal rank of "regulations", It is necessary to refine the contents of the system, strengthen the supervision and protection, strengthen the construction of the system, and improve the scope of government information disclosure, including enhancing the coordination of the contents of the active disclosure, highlighting the cooperative nature with the library of archives, and attaching importance to the disclosure of emergency information. It is necessary to further expand the open mode and, on the basis of making full use of the existing open mode, use the forum Weibo WeChat to widen the channels for information disclosure, according to different types of information. Finally, the media and the public should pay more attention to the supervision of government information disclosure.
