陆地边疆:国家发展的新增长极

【摘要】：我国的陆地边疆,常给人以风花雪月之地的印象。然而,这是一个由传统边疆观念导致的印象,并不符合现代边疆的特点。就其本质而言,陆地边疆乃国家陆地疆域的边缘性区域,虽处于国家核心区的外围但战略地位重要,同时也存在复杂的边疆问题。中国自秦汉之际构建边疆制度以来,边疆治理就一直是国家治理的重要内容,陆地边疆本身也在治理中不断地变化和发展。跨入新世纪以后,国家的面貌发生了巨大而深刻的变化。中国越来越融入世界,也深受外部世界的影响,并正在快速地崛起。新形势下的国家治理和国家发展对陆地边疆产生了新的期待,要求其在国家战略实施中发挥支撑作用。但目前的陆地边疆状况与这样的期待之间仍有相当大的距离。陆地边疆需要通过强有力的治理来巩固和发展,才能适应国家的治理和发展的新要求,成为国家发展的新增长点。
[Abstract]:The land frontier of our country often gives the impression that the land is beautiful and snowy. However, this impression is caused by the traditional frontier concept and does not accord with the characteristics of modern frontier. As far as its essence is concerned, the land frontier is the marginal area of the national land territory. Although it is in the periphery of the national core area, its strategic position is important, and at the same time, there are complex frontier problems. Since the establishment of frontier system in Qin and Han dynasties, frontier governance has always been an important part of national governance, and the land frontier itself has been constantly changing and developing in governance. After entering the new century, great and profound changes have taken place in the face of the country. China is becoming more and more integrated into the world, also deeply influenced by the outside world, and is rising rapidly. State governance and national development in the new situation have brought new expectations to the land frontier, which requires it to play a supporting role in the implementation of national strategy. But there is still a long way to go between the current state of the land frontier and such expectations. The land frontier needs to be consolidated and developed through strong governance in order to adapt to the new requirements of national governance and development and become a new growth point of national development.
