正确处理政府与市场关系的路径选择

【摘要】：政府与市场的关系既是经济体制改革的核心问题,也是以政府职能转变为重点的行政体制改革的关键环节。随着我国市场化改革的推进,市场的力量逐步发展壮大,在资源配置中的决定性作用显著加强,由原来的政府主导下的市场逐步向政府与市场的相互配合方向发展。但是,政府与市场的关系仍然存在着与全面深化改革不适应的问题。应从明确政府和市场的职能边界、加快政府职能转变、实现政府与市场关系的法治化等三个方面入手,协调好政府与市场的关系,并实现两者从原有的分离和对立走向合作共治。
[Abstract]:The relationship between government and market is not only the core issue of economic system reform, but also the key link of administrative system reform which focuses on the transformation of government functions. With the promotion of market-oriented reform in China, the market forces have gradually developed and strengthened, and the decisive role in the allocation of resources has been strengthened significantly. The market under the guidance of the original government has gradually developed to the direction of mutual cooperation between the government and the market. However, the relationship between the government and the market still has problems that do not adapt to the overall deepening of reform. In order to coordinate the relationship between government and market, we should make clear the functional boundary of government and market, accelerate the transformation of government function and realize the legalization of the relationship between government and market. And realize the two from the original separation and opposition to co-governance.
