政府信息公开视角下的阳光政府建设研究

【摘要】：阳光政府就是具有公开性和开放性的政府,具体说来,就是政府的信息是公开的,行政过程和行政结果是公开的,公众可以广泛参与的政府。文章以政府信息公开为视角,在探讨政府信息公开与阳光政府的内在契合性的基础之上,分析了信息公开与阳光政府的内在关联,得出的结论是：政府信息公开在我国阳光政府建设过程中发挥关键性的作用,尤其是在当前我国阳光政府建设路径尚不明晰的情况下,应以政府信息公开为切入点,通过探究政府信息公开存在的不足及原因,从而推动阳光政府的建设。为了“让权力在阳光下运行”,我国阳光政府建设的任务十分艰巨,为此,我国政府不断强化政府信息公开,为阳光政府的建设提供无限可能。相比美国等西方国家的政府信息公开,我国政府在信息公开、阳光政府建设方面虽然取得了一定建树,但存在的问题也是不容忽视的。以安徽省为例,由于种种原因,导致安徽省在政府信息公开方面存在着信息公开范围有限且质量不高、公众申请公开的参与度不高、依申请公开的答复情况不理想等问题。为此,中国政府必须结合具体国情,并在充分借鉴外国有益经验的基础上,采取相应措施,如推进政府信息公开法制建设、完善政府信息公开制度、提高对政府信息公开的重视程度、促进公民参与等来推进阳光政府的建设进程。
[Abstract]:Sunshine government is an open and open government. Specifically, the information of the government is open, the administrative process and the administrative result are open, and the public can participate widely. From the perspective of government information disclosure, this paper analyzes the internal relationship between government information disclosure and sunshine government on the basis of discussing the inherent compatibility between government information openness and sunshine government. The conclusion is that government information disclosure plays a key role in the construction of sunshine government in our country, especially when the path of government construction in our country is not clear, the government information disclosure should be taken as the breakthrough point. In order to promote the construction of Sunshine Government, this paper probes into the shortcomings and reasons of government information disclosure. In order to "let the power run in the sun", the task of constructing the sunshine government in our country is very arduous. Therefore, the government of our country continuously strengthens the government information open, provides the infinite possibility for the construction of the sunshine government. Compared with the opening of government information in the United States and other western countries, our government has made some achievements in the field of information disclosure and sunshine government construction, but the existing problems can not be ignored. Taking Anhui Province as an example, due to various reasons, there are some problems such as limited scope and low quality of information disclosure in Anhui Province, low participation of the public in applying for publicity, and poor response in accordance with the application. To this end, the Chinese Government must take appropriate measures, such as promoting the legal system for the disclosure of government information and perfecting the system of disclosure of government information, on the basis of the specific national conditions and on the basis of fully drawing on the beneficial experience of foreign countries. To promote the construction of Sunshine Government, we should pay more attention to the publicity of government information and promote citizen participation.
